TITLE: Finance Consultant LOCATION: Dhaka, Bangladesh DEPARTMENT: Human Rights, Education and Empowerment REPORTS TO: Director of Finance and Administration, USAID’s Esho Shikhi Activity DATE: Starting April 16, 2023 (Tentative) for up to sixteen (16) weeks Winrock International is recruiting applicants for the position of Finance Consultant for USAID’s Esho Shikhi Activity in Bangladesh. The objective of the activity is to increase learning opportunities, improve the quality of education, build the capacity of communities to support education and respond to disasters, and ultimately improve learning outcomes of marginalized Bangladeshi children in crisis-affected marginalized communities POSITION SUMMARY: The Finance Consultant will provide short-term technical assistance to support the Director of Finance and Administration (DFA) position. He/she will be responsible for making payments to the participants of the training and workshops, and meetings, where applicable under the Esho Shikhi Activity. This position reports directly to the Director of Finance and Administration of Esho Shikhi. The consultancy is anticipated to begin on April- 1, 2023, however, the start date is contingent upon USAID approval of the selected candidate. ESSENTIAL RESPONSIBILITIES: The Finance Consultant will be responsible for making payments to the training participants and preparing the supporting documents the finance team. Specific responsibilities include but are not limited to: Prepare the data collection sheet to obtain the mobile or bank account numbers of the training participants and submit those to DFA for review and approval. Send the data collection sheet to the relevant team to collect the data. Assist the relevant team members to fill out the payment template. Review the payment calculation sheet and finalize the payment to the training participants. Arrange to make payment to the training participants by bKash or by bank transfer. Receive the invoices from the service providers and finalize the payments. Ensure time payment to the service providers. Ensure documentation in support of the payment to the training participants. Ensure advances to the service providers, if any, are adjusted in a timely fashion. Adhere to Winrock’s and USAID’s financial procedures and record-keeping policies. Maintain updated and accurate Finance and Administrative filing systems. Assist the Director of Finance and Senior Accountant in enforcing accounting controls and procedures that ensure the activity’s high level of financial integrity. Any other duties and tasks as assigned. Education: Bachelor’s degree in finance, accounting, management, or a related discipline required. Work Experience: 2-3 years’ experience working on finance and administration in Bangladesh. Skills: Demonstrated effective interpersonal skills, creative problem solving, conflict, and ethical management skills. Fluency in written and oral English and Bengali required. Strong skills in spreadsheet software (Microsoft). The deadline for submission of applications is April 05, 2022.
