Role and responsibilities
A core part of the Area Office Finance team, NRC seeks to hire an experienced finance professional as a Finance Coordinator to lead on accounting, financial management, and donor budgeting for new proposals and realignments and to manage all donor financial reporting. The position holder will report to the Area Manager.
Specific responsibilities
Financial Systems & Compliance
- Ensure NRC Finance Systems and procedures are always updated, and all necessary monthly routines.
- Support the preparation of spending plans and gap analysis.
- Undertake spot checks across the Area Office to ensure NRC financial procedures are followed and prepare an action plan upon findings.
Budgeting and Reporting
- Support the development of master budget and donor budgets for new proposals for the Area Office, and coordinate budget development processes in the area offices, and ensure sufficient cost coverage is secured as per NRC’s and donors’ guidelines.
- Consolidate all elements of the proposal budget and prepare the final product in the donor format for review and submission, when necessary.
- Ensure all NRC’s budgeting and budget management tools are properly used.
- Support Area Office Budget Holders and Finance teams to identify the potential need for budget realignments or NCEs and support the realignment process.
- Prepare all donor financial reports in line with donor requirements (template and deadline)
- Respond to donor queries/feedback on submitted financial reports.
Budget Monitoring and follow-up
- Support the Program Managers /Budget Holders in reviewing and analyzing the monthly Budget vs Actual reports and highlight to the AO, Finance Manager, and Area Manager
- Support with identifying budget coding required for Area Office costs and recruitment.
Accounting & Treasury
- Responsible for overall cash and banking management and bookkeeping for the Area Office.
- Lead on the monthly financial closing and consolidating accounting books at the Area Office level.
- Provide finance verification of purchases and payment requests up to his/her authorization limit.
- Ensure effective cashflows, prepare expenditures forecast, and submit monthly cash requests to the Country Office.
- Liaising with money transfer agents (if applicable) to have smooth cash payments in the field.
- Assist the / CO Finance Coordinator with External and Project audits.
- Support the Country Office with the preparation and submission of necessary regulatory reports to the respective line departments. Ensure national staff benefits including leave and medical insurance are processed and tracked as per NRC procedures.
Capacity Building & Training
- Develop, support and implement capacity-building plans for staff in Area Offices to build their knowledge of donor budgeting and reporting.
- Conduct other ad-hoc training and capacity building depending on any identified gaps in the Area Offices.
- 3 to 5 years of experience working in Finance
- Previous experience working in complex and volatile contexts.
- Knowledge of the context in Gaza and Palestine
- Good communication skills, people management
- Strong leadership skills and a supportive management style.
- Fluency in English and Arabic is essential, both written and verbal.
