Job Description :

The Association of Southeast Asian Nations (ASEAN) was founded in 1967 with the purpose of promoting regional cooperation in Southeast Asia, in the spirit of equality and partnership and thereby contribute towards peace, progress and prosperity in the region. ASEAN comprises ten (10) countries in Southeast Asia, with Timor Leste as its 11th member with an “Observer” status. It was proclaimed a community through the “Kuala Lumpur Declaration on ASEAN 2025: Forging Ahead Together,” signed by the ASEAN Leaders during the 27th ASEAN Summit in Kuala Lumpur, Malaysia, in 2015. The ASEAN Community Vision 2025 calls for the ASEAN Community in forging ahead together, and to work towards building a community that is politically cohesive, economically integrated and socially responsible.

The ASEAN Secretariat was established in 1976 by the Foreign Ministers of the ASEAN Member States with basic functions of providing greater efficiency in the coordination of ASEAN organs and for more effective implementation of ASEAN projects and activities. It is also envisioned to be the nerve centre of a strong and confident ASEAN Community that is globally respected for acting in full compliance with its Charter and in the best interest of its people.

In alignment with the ASEAN 2025 and Key Aspirations of the three pillars of the ASEAN Community, namely the ASEAN Political-Security Community, the ASEAN Economic Community and the ASEAN Socio-Cultural Community, supported by the Department of Community and Corporate Affairs of the ASEAN Secretariat is inviting Indonesian Citizens or ASEAN Nationals who are already residing and eligible to work in Indonesia to apply for the position of Officer for Finance Integration Division, ASEAN Economic Community Department.

Remuneration and Benefits:
Successful candidate will be offered a basic salary of IDR 16,835,950 and attractive remuneration package including monthly transportation allowance, outpatient medical reimbursement, hospitalisation & life insurance, annual bonus of a month’s basic salary, and gratuity. Subject to good performance during the probation, the candidate will be offered a fixed term contract of three (3) years, inclusive of the 6-month probationary period.

Responsibilities
  1. Reporting to the Assistant Director/Head and Senior Officer of Finance Integration Division, the Officer shall be responsible to:1.    Assist in providing logistical support with respect to meetings in the area of ASEAN Finance and Central Bank Cooperation.
    • Provide technical support, including preparation of briefing notes, presentation materials, and information papers, to the implementation of the strategies, key actions and priority projects under the ASEAN Finance Ministers and Central Bank Governors Meeting (AFMGM);
    • Provide technical and administrative support to the relevant meetings of ASEAN bodies, especially the sectoral bodies under the Ministry of Finance and Central Bank Bodies;
    • Liaise with the relevant officers in the Ministries of Finance, Central Banks, Insurance Commissions, Securities Commissions, and Financial Services Authorities of the ten Member States of ASEAN, as well as the Dialogue Partners, on a need only basis relative to ASEAN’s financial services engagements;
    • Monitor and report the progress of activities/projects under the AFMGM;
    • Support the coordination of cross-sectoral/pillar matters related to finance integration.

    2.    Facilitate the request of the relevant ASEAN bodies.

    • Provide information to ASEAN bodies as requested;
    • Compile data/ information/ inputs as requested;
    • Participate in sector and thematic networks related to finance and macroeconomic cooperation to keep abreast of latest developments and issues; and
    • Support the Assistant Director and Senior Officers of the FID in day-to-day work and activities.

    3. Provide technical and administrative support in managing the ASEAN Finance Cooperation Web Portal (AFCWP) and the ASEAN Document Repository.

    • Manage the web portal, both public and member’s websites;
    • Be responsible for the day-to-day operation of the AFCWP; maintaining the web portal content, including trouble shooting;
    • Upload contents of the web portal and keep the web portal up-to-date;
    • Coordinate with Co-Chairs of the various Working Committees under the finance track in updating the web portal;
    • Update the web portal appearance and content structure, as suggested by the ASEAN Secretariat;
    • Suggest future modifications to the web portal to ensure that the web portal is user friendly and easy to navigate for both public and member’s access as well as keep abreast with new technologies and software to develop online presence;
    • Modify and maintain the content management systems of the main portal;
    • Prepare relevant graphics and photos to update web portal contents;
    • Prepare the progress report of the AFCWP to be submitted to relevant Working Committees; and
    • Manage and upload documents in the ASEAN Document Repository.
Qualifications
    • Advanced university degree (Master’s or equivalent degree) with strong academic qualifications in Economics, Finance or relevant policy area; and/or Bachelor’s degree with a minimum of two (2) years of working experience in technical/administrative role.
    • Demonstrated knowledge of international/regional economic and financial sector issues.
    • Demonstrated knowledge in the five ASEAN finance workstreams: (a) connectivity, (b) digitalisation, (c) inclusion, (d) sustainability, and (e) resilience.
    • Demonstrated ability to develop, implement, monitor and review policies and procedures.
    • Basic knowledge in website management tools or web developer area with troubleshooting and analytical abilities.
    • Demonstrated ability to plan and organise tasks and workflows, with proven ability for accuracy under pressure and adherence to deadlines.
    • Demonstrated ability to develop and maintain sound working relationships with stakeholders.
    • Demonstrated commitment to collaborative work practices in multi-cultural environment.
    • Sensitivity to accuracy and details.
    • Excellent command of English, written and spoken; and
    • Competency in computer skills with adequate knowledge of Microsoft Office and Outlook where relevant to the position.
