Norwegian People’s Aid (NPA) was founded in 1939 as the labour movement’s humanitarian solidarity organisation. The position is based under the NPA Department for Development and Humanitarian Cooperation (DHC). We work in partnership with local organizations with the aim to strengthen their ability and to fight for a more equitable distribution of power and resources in their communities. Currently, NPA DHC has more than 20 Programmes ongoing in Africa, Asia, Latin America and the Middle East.
Do you have a proven experience as a successful Finance Manager in an NGO-setting? Do you have strong leadership skills and are motivated for the next chapter in your career? We are looking for our new Finance Manager for our programme in Iraq and Northern Syria!
Currently, DHC in Iraq covers both Iraq and Northern Syria with estimated budget of NOK 103.8 million. The programme currently has four expat staff and 52 national staff. The Northern Syria programme is remotely supervised by the team in Iraq with regular and frequent visits. In Iraq, the DHC office is in Erbil and Duhok while in Northern Syria, there are physical offices in Amuda and Raqqa with staff presence in Idlib. The programme is dynamic, with a high level of donor engagement, but also a dynamic political situation where the programme might need to adjust plans and budgets and manage related dialogue with relevant stakeholders in this regard.

Please note that we offer a two-year contract* with the possibility of renewal. The salary and allowances are subject to income tax according to NPA’s Tax Policy. The working conditions, including annual leave, follow the Norwegian Working Environment Act.
Requirements
- Master’s degree in finance or other relevant field.
- Minimum 5 years of international experience, preferably working in Iraq and Northern Syria or in similar challenging contexts.
- Proven experience as a successful Finance Manager in an NGO-setting. Strong management and experience from being part of a management team.
- Experience managing multiple grants with an annual budget of 20+ million USD.
- Experience in managing multiple offices/locations.
- Experience with capacity building of staff.
- Experience from working with partners.
- Written and verbal proficiency in English.
- Good understanding of ICT systems and experience with MS Office applications, including Excel and working knowledge of Agresso accounting software is desirable.
- Proficiency in Arabic is desirable.
We are looking for someone with excellent leadership skills with the ability to achieve results through others. The right candidate has a strong focus on cultural sensitivity and the ability to work and coordinate with- and across different departments and functions. You also have very analytical and strategic skills.
What you will do
- Be part of the Senior management team for the country programme.
- Management and leadership of the finance department with direct supervision of the senior staff.
- Strategic development and analysis.
- Budgeting and Budgetary Controls.
- Financial Accounting and Book Keeping.
- Partner Financial Accounting, Management and Reporting.
- Capacity building of the finance team, establishing and maintaining good inter/intra departmental team relationship including ensuring succession planning in the finance department.
- Establish and maintain good team relationship emphasizing the principle of collective and individual responsibility and accountability in order to improve general financial management in NPA Iraq.
