Key Responsibilities:

Knowledge/ Qualifications for the role:

 

A. Financial Management and Reporting

A.1 Cash Management, Accounting and Reporting

1. Ensure the effective functioning and operations of Cash Management, Accounting and Reporting of Syria Response, including its internal and external audit processes, reporting and compliance to government regulatory requirements (Jordan, Turkey, Syria).

2. Ensure timely and accurate submission of monthly financial report package in Lotus Notes Field Financial Reporting database and monthly financial information to internal users (SLT, department heads, budget managers)

3. Review and analyze grants/projects/department expenses and variances to advise stakeholders on expenditure trends and potential issues.

4. Ensure smooth and timely coordination with GC Shared Services in all accounting and reporting related processes.

5. Coordinate with WV SOs, donors, Region and Syria Response management regarding project income, expenditure and reporting.

6. Ensure that project income is sufficiently committed on PBAS at all times including the approval of carry forwards.

 

A.2 Grants and Budget Management

1. Manage, co-ordinate and review grants/project budget development (proposal, grant and match).  Explore ways to reduce overhead costs on grants to ensure WV’s competitiveness without comprising ministry quality.

2. Assist Finance Director in annual planning and core budgeting process and provide technical support to ensure partnership guidelines are met.

3. Ensure that all grants/projects reports are discussed with the project team and passed to donors and support offices within the required time schedules.  Respond to respective queries in relation to these reports from donors, support offices and internal WVS management.

4. Be a key player in the issues of grants / projects accounting and management to ensure accurate coding of expenses and full compliance with WVI internal and donor requirements, including but not limited to accounting, reporting and year-end closing processes.

5. Ensure that various donor regulations are complied with in all grant transactions and processes; keep the Finance Director informed on all major compliance issues/challenges while taking the necessary corrective steps.

6. Ensure smooth and timely coordination with MEER Grants Manager in Partnership grants reporting requirements related processes.

7. Ensure update-to-date posting of approved budgets in Ledger B and G on Sun63, and reconciled to PBAS approved commitment.

 

B. Team Leadership and Capacity building

1. Direct, supervise the Finance Coordinators and provide leadership to day-to-day implementation and operations of Finance team.

2. Manage, develop and inspire staff reporting the position to achieve required levels of skill and performance, and undertake employee performance reviews and performance management.

3. Coordinate technical and personal development of finance staff through, adequate orientation, on-the-job coaching, identification of learning, training needs and opportunities, mentoring and succession planning.

4.  Assist Finance Director to ensure partnership financial policies/ procedures and donor regulations are understood by members of management, staff and local partners as appropriate.

5. Participate in and/or co facilitates large scale grants start up workshop in collaboration with respective SOs

6. Develop and maintain good professional networks with the SO IPGs, Global Grants Unit and Regional Finance/GAM to create an environment of experience sharing and promote best practices.

7. Participate in the regional and global grants community forums (internal and external to WV)

 

C. Risk  management

1. Participate in audit preparation to provide required information, ensure follow up actions and implementation of audit recommendations related to finance, addressing common audit findings and disallowed costs.

2. Ensure the review of the risk assessment as part of grants approval protocol in light of mitigating risk

3. Provide in collaboration with the SOs core team, expert advice on interpretation of award terms and ensure that grants implementations are within the requirements

4. Assist Finance Director in the development of financial policies and procedures to ensure compliance to Generally Accepted Accounting Principles, WVI finance policies, and Government and other donor regulations.

6.  Assist Finance director in managing financial risk and implement anti-corruption strategies

7. Occasionally visit project field sites to ensure financial controls and procedures are in place.

 

D. Perform other duties as required

 

Required Professional Experience:

  • Minimum 7 years’ experience in finance position with medium business/medium NGO/government agency
  • Minimum 5 years’ experience in finance management position
  • Experience in major donor regulations (US, UK, Canada Governments, GOG, EC/ECHO, UN agencies) is a must.
  • Experience with humanitarian aid in-country is a must.
  • Practical knowledge of financial systems, internal financial controls & procedures and staff management skills

Required Education, training, license, registration, and certification:

  • Bachelor’s degree in Accounting, Finance or Business Administration, or a related field
  • MBA in Finance, MSC in Finance/Accounting/Auditing preferred
  • ACCA, CIMA or CPA preferred

 

Preferred Knowledge and Qualifications:

  • Solid knowledge of accounting principles, financial systems, budget/cash flow monitoring and internal accounting controls.
  • Solid knowledge of government grant regulations and financial reporting requirements.
  • Ability to solve complex problems and to exercise independent judgment.
  • Ability to lead and manage a team.
  • Good working knowledge of computerized accounting systems, must be computer literate in Microsoft Office programs.
  • Good oral/written and interpersonal skills.
  • Ability to work on a cross-cultural environment with a multi-national staff.
  • Ability to travel within regionally and internationally

Travel and/or Work Environment Requirement
The position requires ability and willingness to travel domestically and internationally up to 25% of the time.
