ROLE PURPOSE

The position holder will be responsible to ensure the recording of accurate & reliable financial data, compliance with Plan’s policies, procedures and the country‘s financial regulations and timely submission of financial reports to Region/IH through Head of Finance. This would be demonstrated in undertaking responsibilities which includes: ensuring disbursement process are in comply with Plan International financial policies and the country’s financial regulations & ensuring financial reports are based on key performance indicators/agreed standards which are produced for management’s decision and supervising staffs under disbursement unit, so as to enable them to provide efficient, effective and timely deliverable supports.

ACCOUNTABILITIES AND MAIN WORK ACTIVITIES

Plan has a performance management and accountability matrix SOP. Every position holder is expected to adhere to the SOP and review her/his responsibility against the accountability matrix.

Financial Statement Management (30%)

  • All balance sheet accounts should be reconciled on a monthly basis
  • After all postings, ensure the trial balance equals 0 (no cross postings between the partner liquidation cockpit and the main trial balance)
  • 0L and ZL ledgers should be exactly the same and
  • Ensure that the GH process the revaluation reviewed and processed correctly.
  • Ensure the upload by GH into BPC reflects the position as in SAP
  • This will help to identify any items which need to be actioned or reviewed on a regular basis
  • Ensure the expenditure is in the correct month
  • Review aging on the purchase ledger to identify any overdue items

Review documents/process for accuracy, completeness & compliance (20%)

  • Review the monthly data for payroll sheets and its reconciliations in reference to the relevant communications that support the changes in the monthly payroll amounts, contracts/agreements, etc.
  • Review Monthly Bank reconciliations, recommend and follow up on action taken for any difference b/n the records of the banks and Plan Ethiopia to ensure an overall assurance of accuracy is maintained consistently to our banks’ cash balance.
  • Review significant payment documents for completeness, accuracy, compliance & timeliness.

Financial Reports & Audits (20%)

  • Coordinate the country office disbursement unit staff and program area finance coordinators on the preparation of monthly, quarterly and yearly financial reports
  • Identify errors for example duplicated PO, or where the purchase process has been cancelled and the commitment is still in place against the project
  • Open the purchase ledger next period for posting
  • Ensure the expenditure is in the correct month with the appropriate WBS
  • Ensure any journals from the previous period that require reversing are processed
  • Prepare target bank balances: Region and IH can check whether cash balances held at the end of the month are within acceptable levels.
  • Prepare monthly Packs : MEESA finance follow up and comment on selected area whether the country finance has performed or not within the specific month
  • Coordinate/consolidate Quarterly and year end Pack schedules preparation: as it is multi task/complex that needs the involvement of almost all finance staff, coordination is the paramount task to make it work within the deadlines
  • Prepare severance & holiday provisions: to recognize plan’s commitment to its staff in terms of severance compensation and annual leave entitlements Coordinate statutory audits
  • Coordinate internal audits
  • Review draft audit reports
  • Prepare management response to audit findings and Follow up on the implementation of audit recommendations
  • Support Program areas on financial Management

System Related Activities (20%)

  • Assign SAP access Job roles: to maintain duty segregation among the finance team per location.
  • Smooth implementation of programmatic and admin activities (%)
  • Ensure there is always sufficient cash to run the day to day programmatic and operational activities but there should not be excessive cash balance at the end of every month to be carried forward to the next month.
  • Posting the country office transactions: to determine the available cash at specific time and reschedule payments accordingly/ avoid writing checks without sufficient cash in the Bank account.

Team Leadership (10%)

  • Supervise and lead the disbursement unit staff and enable them to discharge their responsibilities efficiently and effectively.
  • Assist staff developing their IAP
  • Conduct six month & annual appraisals
  • Perform any other related duties as assigned by immediate supervisor

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)

  • Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
  • Ensures that all staff in the unit/function/department are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day to day work.
  • Ensures that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted

QUALIFICATIONS AND EXPERIENCE REQUIREMENTS

  • Education at First Degree level or equivalent vocational study in fields such as Accounting and Finance
  • At least 7 years of relevant experience as Grant Accountant / Grant Finance/Grant Manager which at least 3 years in managerial position with NGOs in leading programs/ projects or demonstrated equivalent combination.
  • Directly relevant professional experience (e.g. finance, accounting, grants management) & audit
  • Demonstrated understanding to Government of Ethiopia labour, tax and financial reporting requirements;
  • Skilled in collecting, synthesizing and analysing data;
  • Advanced EXCEL knowledge and different accounting software’s.

Languages required:

  • Fluency in English language is essential
  • Knowledge of Local Languages is a desirable
