About Heifer:
Heifer International (Heifer) started life as Heifers for Relief in 1944. Its founder, an Ohio farmer named Dan West, was a Church of the Brethren relief worker, who, working with Quakers and Mennonites, directed a program where hungry children were given rations of milk. He quickly came to realize that was just a short-term solution however and the gift of a cow that could provide milk long term for a family was the answer. West took the idea to his neighbors and to his church which led to the formation of the Heifers for Relief Committee in 1939 later to be approved by the U.S. Department of Agriculture to pursue the idea as a national project. Function:
Accountable to manage financial aspects of large-scale grant funded programs/projects by providing independently-lead support across various area programs and teams. Accountable for the maintenance and adoption of methods and practices in grant compliance and financial
management, budgeting, internal/external auditing, and systems development and implementation of standard operating procedures across the division. Accountable to promote best-practices in grant management and compliance, further strengthening stakeholder confidence in Heifer’s oversight management functions. Will contribute to continuous improvement in all aspects of Heifer’s finance and accounting work. Accountable to enhance and protect Heifer’s organizational value by monitoring compliance with Heifer’s internal policies and procedures. The Finance Manager assesses internal controls over operational and financial activities and reporting and compliance functions, with coverage ranging from country office assessments to project compliance reviews and supports pre- and post-award finance and accounting activities.
Please note this is a short-term position for 6 months with a scope of going full-term.

The Successful Candidate:
To succeed in this role, you will have a track record in supporting and driving constant change within an INGO project-based, matrix structure. You will have proven skills in Accounting and Finance with experience in a donor-funded international development environment delivering operational excellence within the region with similar or larger INGOs and have passion for the work.
RESPONSIBILITIES & DELIVERABLES
1. Support the Programs Division in pre-award grant proposal development, review and negotiation. Provide support on post-award financial and accounting management to ensure compliance with donor agreements. (70%)
i. Coordinate/support in proposal budget preparation and/or review
ii. Coordinate/support in donor and/or partner due diligence
iii. Coordinate review of donor agreements and amendments ensuring the terms and conditions are in line with Heifer guidelines
iv. Ensure award readiness and set-up of projects, including transfer of knowledge on financial management requirements; coordinate for the timely financial closeout of projects
v. Monitor adherence to grant and agreement requirements
vi. Monitor and/or prepare accurate and timely donor reporting, dashboards and other key donor deliverables
vii. Complement ongoing documentation and implementation of industry standard grant management and compliance procedures
2. Support the Program Division in planning, forecasting and management of revenue streams. (25%)
i. Support in the development/ management of revenue sections of the annual budget, incorporating projections based on historical data, trends, and organizational goals; support in creating short-term and long-term revenue forecasts to aid in strategic planning
ii. Track and analyze various sources of revenue, such as donations, grants, sponsorships, and earned income; prepare regular financial reports on revenue performance, including variance analysis between actual and budgeted revenue
iii. Ensure that revenue is recognized in accordance with relevant accounting standards, regulations and guidelines; ensure accurate records and documentation of all revenue transactions to support financial reporting and audits
3. May perform other job-related duties as assigned (5%)
i. Support in the development of materials/tools for onboarding of new Finance staff on grant/award management and revenue management; support in onboarding of new and refresher trainings to existing staff on these topics
ii. Institutionalization of Heifer’s systems and tools, including capturing and sharing of best practices for cross-area replication and support
Minimum Requirements:
a) Bachelor’s degree or equivalent in Finance or Accounting or a related field, plus 4 to 5 years of related experience and at least 2 years in a supervisory role will be preferred.
b) NGO experience and significant experience with managing grants and donor financial reporting.
c) Other job-related education and/or experience may be substituted for all or part of these requirements.
d) Self-motivated individual that will continuously look for opportunities to improve processes.
e) Collaborative, team-oriented mindset with strong verbal and written communication skills.
f) English language fluency is required.
Preferred Requirements:
a) Rich knowledge of accounting principles with strong understanding of GAAP and IFRS.
b) CPA Finalist or ACCA certification.
c) Experience in financial management in a senior position level.
d) Experience in developing training materials and coordinating and conducting training sessions.
e) Experience in large grant management and reporting through bilateral and multilateral donors, e.g., United States Agency for International Development, European Union, Department for International Development (United Kingdom), Canadian International Development Agency.
