This position will fall under the Environment and Energy (E2) Group is comprised of three units: Ecosystem Services, Clean Energy, and Forestry and Natural Resource Management. The E2 group collaborates closely with other Winrock Groups, including Agriculture, Resilience and Water; Human Rights, Education & Empowerment, The Wallace Center, Domestic Programs, and Corporate Affairs, to identify and implement cutting-edge solutions to climate change.

The United States Agency for International Development (USAID) funded ClimAct activity will be based in Dhaka, Bangladesh. The activity is focused on supporting Bangladesh’s transition to net-zero and climate-resilient development pathways. This involves three key objectives: catalyzing climate-positive shifts in the policy landscape, transforming economic and financial systems, and enhancing governance and citizen engagement. Essential Responsibilities: Record and account of all financial transactions daily in line with USAID and Winrock accounting policies and accurately charge the accounting codes or general ledger (GL) on quick books accounting software.
Responsible for all field payments to local staff, vendors, sub-awardees and local consultants, withhold taxes as applicable and process for their deposits with the government prescribed banks using challans, and provide tax statements to the staffs at the end of the fiscal year. Support with monthly reconciliation of bank, accounts books, current assets, and current liabilities. Oversee a good working relationship with the project’s bank, ensuring that banking activities are processed in a timely and professional manner, and ensure that the bank is providing all necessary services to the project at competitive prices. Scan and upload weekly supporting documents to OPF Handle payments on social security, health insurance and other staff benefits.. Keep track of disbursement of social benefits and accrued liabilities of Winrock, discuss ways to minimize any potential risks. Handle all applicable income tax with the tax department and submit annual tax finalization. Lead monthly books closing and generate vouchers list and scan voucher for final submission. Develop and update financial tracking tools as needed. This includes logging in and tracking all incoming payments from vendors, consultants and partners. Assist in Preparation of budget against actual report on monthly basis. Track and reporting project VAT coupon use to USAID. Manage home office reviews, internal and/or donor audit as needed. Ensure that all the partners, consultants and project staff are following USAID, Winrock and Government of Bangladesh financial requirements and regulations. Review the partners’ financial reports and donor compliance systems and support them as and when necessary, including through monitoring trips to partner offices and for field activities. Submit required monthly, quarterly, and annual reports. Maintain and archive all project financial files and documents. Work closely on collecting and processing field financial reports. Manage activity workshop, conference, training financial needs and payments. Collect and review partner, consultants, grantees, vendor invoices for compliance and prepare for the Finance Manager to review and pay. Manage local banking needs, including bank accounts opening, signature inclusion/changes, authority registration, internet banking registration. Coordinate with Winrock country office on submission of periodic reports to NGOAB and others.
Demonstrate maturity, dependability, integrity, and initiative to learn competencies and skills required for the job assignment. Promote a work environment that emphasizes teamwork, respect for differences, and accepting and giving constructive feedback. Work closely with the Supervisor on budget review and monitoring and raise inconsistencies and noncompliance as necessary. Other duties as assigned by Supervisor. Minimum Required Qualifications: Bachelors in accounting or finance or related degrees. 5 – 7 years of relevant work experience. Proficiency in Microsoft Office, especially in Excel.
Working Experience in QuickBooks and other accounting software. Strong oral and written communication skills in English. Ability to work with a variety of persons and organizations having diverse issues, concerns, agendas. Good interpersonal skills and time management Able to handle multiple deadlines. Desired: Experience working with international donor organizations such as USAID, World Bank, IFC, UN, etc. Experience of working under USAID Cooperative Agreement will be an added advantage.
