POSITION TITLE: Finance Manager LOCATION: Santo Domingo, Dominican Republic (DR) GROUP: Clean Energy and Circular Economy (CE2) REPORTS TO: Deputy Chief of Party/Operations
POSITION SUMMARY Winrock International is recruiting applicants for the position of Finance Manager for the Dominican Republic (DR) Solid Waste Reduction (SWR) Program. The goal of this five-year (2024-2029), USAID funded project is to reduce waste in communities and municipalities, leading to clean oceans in the DR. It will achieve a significant reduction in Greenhouse Gaz (GHG) emissions by establishing composting of organic waste, reducing methane production; and by increasing plastic recycling rates, reducing emissions from the fossil fuels used to make virgin plastic. The Finance Manager will lead all program financial management and reporting. The Finance Manager will provide oversight of all project financials to ensure Winrock and USAID financial regulations and compliance requirements are met. The Finance Manager will be responsible for day-to-day accounting and finance related activities, including financials related to human resources, procurement, administration, offices, vendors, events, trainings, workshops/conferences, Sub-awards, and inventory of the program. The Finance Manager will report to the Deputy Chief of Party/Operations and work closely with the Winrock home office finance team. Essential Responsibilities: Record and account of all financial transactions daily in line with USAID and Winrock accounting policies and accurately charge the accounting codes or general ledger (GL) on quick books accounting software. Responsible for all field payments to local staff, vendors, and local consultants. Support, when needed with monthly reconciliation of bank, accounts books, current assets, and current liabilities. Scan and upload weekly supporting documents to OPF Handle payments on social security, health insurance and unemployment for staff. Handle Personal income tax with tax department and submit annual tax finalization. Lead monthly books closing and generate vouchers list and scan voucher for final submission. Develop and update financial tracking tools as needed. This includes logging in and tracking all incoming payments from vendors, consultants and partners. Assist in Preparation of budget against actual report on monthly basis.
Track and reporting project VAT payments. Manage home office reviews, internal and/or donor audit as needed. Ensure that all the partners, consultants and project staff are following USAID, Winrock and Government of the Dominican Republic financial requirements and regulations. Review the partners’ quarterly financial reports and donor compliance systems and support them as and when necessary, including through monitoring trips to partner offices and for field activities. Submit required monthly, quarterly, and annual reports. Maintain and archive all project financial files and documents. Work closely on collecting and processing field financial reports. Manage SWR workshop, conference, training financial needs and payments. Collect and review partner, consultants, grantees, vendor invoices for compliance and prepare for the Finance Manager to review and pay. Manage local banking needs , including bank registration, signature changes, authority registration, internet banking registration. Other duties as assigned by Supervisor. Minimum Required Qualifications: Bachelors in accounting or finance or related degrees. 5 – 7 years of relevant work experience. Proficiency in Microsoft Office, especially in Excel. Working Experience in QuickBooks and other accounting software. Strong oral and written communication skills in English. Ability to work with a variety of persons and organizations having diverse issues, concerns, agendas. Good interpersonal skills and time management Able to handle multiple deadlines. Desired: Experience working with international donor organizations such as USAID, World Bank, IFC, UN, etc.
