Finance Officer (Adv#274/2023)

icddr,b, in collaboration with partners will implement “USAID’s Community Nutrition and Health Activity (CNHA)” both at national and sub-national levels. Under CNHA, the consortium will work with different departments of the ministries, especially the Ministry of Health and Family Welfare (MoHFW) of the Government of Bangladesh (GoB) at the national, regional, and local levels, to improve nutrition status by strengthening the community health system and support the effective implementation of the Second National Plan of Action for Nutrition (NPAN2).

The Finance Officer will report to the Principal Investigator. The position holder will be responsible for supporting the budget development, updating, projecting of expenses and revision of budgets with the objective of effectively tracking, managing and reporting the expenses of “USAID’s CNHA” project within the Donor guidelines and policies of icddr,b.

Major responsibilies are:

  • Provide support to the PI to prepare annual workplan budget, forecast budget and amend any changes.
  • Prepare detail budget/sub budget, accruals, and advances as per the donor guidelines and instructions
  • Review the budget proposals for adherence to donor agreement, divisional policy, vendor agreements and other legal aspects;
  • Assist the divisional finance team to prepare donor financial report on project expenditure and other required monthly/quarterly reports ;
  • Coordinate with technical team in supporting to the report preparation.
  • Prepare consolidated report and keep expenditure tracked on different activities in order to ensure proper reporting as required.
  • Review the budgets and forecast for accuracy and completeness;
  • Obtain cost allocation, prepare cost adjustments and voucher preparation to check timely completion of budgetary control activities;
  • Coordinate with Divisional Finance Manager to give salary allocation of National / International / Local salary on projects; internal approvals;
  • Coordinati with the Divisional Finance Manager to fulfill any internal/External audit requirements.
  • Prepare cost analysis for the PIs for key decision-making;
  • Provide timely information to PIs for project cost management reports; ensure good practice for cost-effective programme implementation.
  • Communicate with the Divisional Finance Manager and central Budget & Plan team for timely submission of Financial Reports and invoices.
  • Validate draft and help the PI to finalize the financial report.
  • Liaison with the vendors for NRB-issued VAT coupon management; prepare and take approval of VAT coupon Report.
  • Coordinate with central Grants and Compliance team for financial/audit or compliance issue resolving
  • Prepare data and help the program team for timesheet preparation.
  • Tracke Assets in the system and time to time physical verification.
  • Prepare local conveyance and lodging bills fortnightly to submit Finance for payment;
  • Follow-up with Finance to ensure timely reimbursement of petty cash expenses, conveyance bills, and rental payments with the Financial authority.

Required qualification and experience:

  • Masters in Commerce or MBA (Major in Finance/Accounting) with good academic records;
  • 3 years of experience in the finance/accounts domain in a reputed organization. Preference will be given who have experienced in managing USAID project fund.

Contract Type and duration:

  • Short Term Contractual Service Agreement basis; duration will be 6 months with a possibility of extension subject to availability of funds and performance.

Salary & benefits:

  • Tk. 57,048/-per month (consolidated) inclusive of house rent and conveyance allowances;
  • Festival bonus, income tax paid by icddr,b and subsidized canteen; Transport and daycare facilities are subject to space availability.
