INTRODUCTION: Winrock International is currently implementing the USDA-funded Food for Progress-Building Safe Agricultural Food Enterprises (B-SAFE) activity that aims to capacitate the Government of the Philippines (GOP) Food Safety and Regulatory Agencies and partner with the private sector for the value chain development and providing sustainable solutions to commodity supply chains on hogs, milkfish, corn, and coco sugar. B-SAFE is working with private enterprises, cooperatives, trade associations and firms that are directly involved in food production, processing, and trade of four commodities aforementioned.

POSITION SUMMARY:

The Finance Officer will: Provide financial and support to the Senior Finance Officer/Accountant to ensure proper processing and documentation of all financial transactions Be responsible for preparing vouchers and related statements to ensure accuracy in accounting records to support all project activities and operations.

ESSENTIAL FUNCTIONS:

Day-to-day financial transactions Reviews and processes payment requests, ensuring completeness of documentary requirements based on the invoices, contracts and in accordance with tax requirements Manage data entry in the Quickbooks and generates receipts, disbursements and journal vouchers, accumulates documents, organize voucher package and seeks proper review and approvals. Scans and uploads all voucher packages to OPF Sharepoint for review of the Manila Regional Office following the weekly deadline Encodes bank payment through Bizlink and keeps records of paid transactions Review of staff liquidation and reimbursements Reviews staff liquidation and reimbursement Processes and tracks travel advance and advance settlement in compliance with travel policy Monitors and reports on long-outstanding cash advances and liabilities. Review of grantee reports and other operations support Reviews monthly financial reports, cash advances and liquidations Consolidates and prepares reports on cost share Supports preparation of procurement documents, whenever necessary Record keeping Responsible for filing finance records and ensure compliance with Winrock documentary and file retention policy. MINIMUM QUALIFICATIONS: Bachelor’s degree in Finance, Accounting, or closely related field with at least 2 years of experience in accounting and financial processes Clear and concise understanding of bookkeeping and accounts, and must have knowledge of the tax and regulations system in Philippines Experience managing accounts for US Government funded projects preferred.

Proficient user of Quick Books. Accounting and bookkeeping skills Ability to work unsupervised Ability to manage stress and meet deadlines. Applications will be reviewed on a rolling basis.
