JOB DETAIL

The International Water Management Institute (IWMI), a CGIAR Research Center is looking for a competent, self-motivated, and dynamic candidate to join as Finance Officer.

The Finance Officer is responsible for performing a variety of finance related tasks in the FCDO funded Water Resource Accountability in Pakistan (WRAP) Programme: Component 1 (Climate Resilient Solutions for Improving Water Governance (CRS-IWaG)). The finance officer will support the team leader and implementation team with day to day financial and project management operations. The finance officer will further prepare the month end financial closure, providing financial accounting, account reconciliation, budget management, and coordinating with various units at IWMI-HQ for the FCDO programme.

GENERAL DUTIES AND RESPONSIBILITIES

  • Assist in planning for financial operations, including systems for cash flow management, budgeting, consolidation of accounting information, internal controls, assist the financial reporting, financial record-keeping, and compliance of the WRAP programme to meet the FCDO regulations.
  • Read and understand the clauses of the Accountable Grant Agreement, special provisions, standard conditions etc relating to WRAP project
  • Continuously stay abreast with IWMI financial policies, procurement procedures and the FCDO rules and regulations; compile and update applicable Pakistani government policies for the FCDO programme.
  • Assist the Team Leader in implementing the FCDO due dliligence recommendations (finance related), where necessary
  • Assist in reviewing programme budget based on the FCDO and Team Leader requirements for the project implementation in Pakistan.
  • Assist in update the systems with accurate project financial data and ensure the financial data is up to date.
  • Ensure that project is charged only with eligible expenses, as per the accountable grant agreement and exceptions need to be dealt with Team Leader
  • Assist in liaising with IWMI HQ, Team Leader and Researchers for the project code issuance and consolidating execution site wise budget for the different components of the WRAP project.
  • Take timely actions for the project budget related queries for the WRAP project.
  • Liaise with various IWMI-HQ departments and gather data to support the financial aspects of the project implementation in Pakistan.
  • Analyze the cost of the FCDO project in detail based on the individual staff time booking and prepare reconciliations where required.
  • Ensure that all WRAP project expenses are booked to the project in the respective month and to correct WBSs.
  • Review the proect expenses monthly and ensure that expesnes are charged to the correct WBS lines. If there are incorrect charges, liaise with respective staff to correct such entries in the following month.
  • Scrutiny of all staff statements of expenses, drivers’ overtime, field office statements and prepare the summary for charging the costs to the respective cost centers for the WRAP programme.
  • Compile the documents and scan the complete set of documents for raising the PO and MIRO in the SAP system.
  • Assist in keeping a digital records of all the financial documents for uploading in the SAP system.
  • Keeping the record of allocation of all assets purchased for the FCDO programme by liaising with HQ.
  • Ensure that a physical check of all assets takes place on an annual basis and prepare an up to date inventory report by liaising with HQ.
  • Providing support for the process improvements & actively participating in scenario testing in the TSIP system.
  • Supporting the annual audits of the FCDO programme by providing documents & schedules as needed and coordinate with downstream partners, when necessary.
  • Produce ad-hoc financial reports as and when required.

 

Requirements

Qualifications, Experience, Knowledge, Skills and Abilities:

  • A postgraduate degree in accounting, finance, MBA or relevant field.
  • Part qualification in Association of Chartered Certified Accountants (ACCA) Pakistan.
  • 6 working experience with international organizations to have a good understanding of accounting, financial analysis, and financial reporting principles and practices.
  • Excellent knowledge of MS Office (MS Excel, Word) and familiarity with relevant computer software.
  • Experience in SAP ERP software would be an advantage.
  • Excellent analytical and time management skills.
  • Ability to prioritize work & achieve stretch targets.
  • Strong organization skills with the ability to multi-task.
  • Ability to adapt to changing priorities and new procedures quickly.
  • Attention to detail, precision and problem-solving skills.
  • Demonstrated service approach and personal organization.
  • Personal attributes include high standards of conduct, respect, flexibility, and sound work ethics.
  • Effective listening skills, excellent verbal and written communications skills in English.

Benefits

This is a nationally recruited position and only Pakistani nationals are eligible to apply. IWMI offers a competitive salary and benefits package. The duration of the contract will be for a three-year period with the possibility of extension based on performance and availability of funds.
