Role and responsibilities

A core part of the Country Office Finance team, NRC seeks to hire a motivated finance professional as a Finance Technical Officer to lead on financial reporting, reconciliation process, and day to day financial tasks and duties in coordination with other departments and head of units.

Generic responsibilities

  1. Contribute to the understanding of all NRC’s Financial, Administration, and Logistics policies and procedures and ensuring the correct implementation of policies and procedures by NRC, oPt
  2. Contribute to implementing Safe and Inclusive Programming Minimum Standards across your work area.
  3. Ensure that NRC’s donor’s financial rules and regulations are adhered
  4. Contribute to the understanding of the NRC projects in oPt, and the reporting deadlines
  5. Advise and support staff on Cash Payments policies, and documents required.
  6. Prepare and develop periodic related reports, and responsible for monthly cash flow forecasts related to Cash Payments.
  7. Ensure proper filing and archiving of all financial documents according to NRC standards
  8. Promote and share ideas for improvement of the Finance function.
  9. Responsible for monthly reconciliations and booking

Function specific responsibilities:

  • Support Cash Service Provider financial reporting and reconciliation processes for all areas in coordination with Project Managers and Heads of Departments.
  • Verify that vouchers and the supporting documents comply with NRC’s procedures
  • Focal point for communication with the cash service provider in accordance with global NRC Cash programming guidance as per approved SOP and guidelines.
  • Verify the payments voucher and transfer the nessary funds based on the approved request in line with NRC Palestine cash SoP.
  • Ensure timely payments to cash service provider and review the top-up files.
  • Get daily cash out report from Cash Service Provider platform to allow for real-time reconciliations
  • Follow-up on SMS status reports to trace any undelivered messages and minimize the pending cases.
  • Perform daily/weekly reconilcation and bookkeeping and utilize the NRC Agresso accounting system
  •  Investigate and resolve any discrepancies identified during the reconciliation process and ensure timely adjustments.
  • Support the Finance Coordinator with tasks related to monthly accountancy tasks
  • Undertake any other reasonable task assigned by management

Professional competencies 

These are skills, knowledge and experience that are important for effective performance.

Generic professional competencies: 

  • Knowledge of the donor policies and procedures
  • Previous experience working with humanitarian donors.
  • Previous experience from working in complex and volatile contexts
  • Previous experience in working with Cash provider and banks is a plus.
  • Good command of English and Arabic, both written and verbal

Context/ Specific skills, knowledge and experience: 

  • Bachelor degree in accounting, finance or any related field
  • Minimum of 3 years’ relevant experience in similar finance position in a humanitarian/recovery context
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Good communication skills,
  • Previous experience in INGO is a plus
