A major player in the social and solidarity sector, the French Red Cross (FRC) runs a network of more than 600 service facilities in the health, medical and social sectors in France. It also runs 12 health and social training institutes. Internationally, the FRC is active in 16 countries alongside National Societies and two regional platforms in the Indian Ocean and the Caribbean, implementing most of their projects in Health and Disaster Risk Management.

The French Red Cross at national and international level includes in all of its missions a sustainable humanitarian action plan. This means that emergency, post-emergency, post-crisis and reconstruction activities are coordinated in order to be as effective as possible. The aim is to carry out actions with lasting effects and to enable the population to regain their full autonomy.

The Global First Aid Reference Centre

The Global First Aid reference Centre (GFARC) is one of the five global reference centers of the International Federation of Red Cross and Red Crescent Societies (IFRC). It contributes to strengthening the capacities of National Societies (NS) in the dissemination of First Aid (FA). It works with the Red Cross and Red Crescent Movement and other organizations around the world to promote first aid through training programs and services with the aim to build more resilient communities. It regularly publishes recommendations based on scientific evidence in order to harmonize curricula and practices across the RCRC network. The GFARC is managed and hosted by the French Red Cross since 2012.

In 2024, the French Red Cross will launch the “3 Oceans, Phase 3 Project”, aiming to enhance community resilience in the regions of the Caribbean, Indian Ocean and the South Pacific. With a team based in New Caledonia, French Red Cross will be relaunching its regional Platform (PIROPS), with preparedness and response capacities. The project also aims to enhance capacities on First Aid of all South Pacific Red Crosses. The GFARC, a key partner of this project, will contribute to the enhancement of local capacities in first aid as a strategic lever for community preparedness to daily emergencies as well as disaster events.

Job Purpose

The role of the First Aid Officer will be to work with Pacific NSs to support them to maximize the self-sustainability of their FA programs, to allow them to provide quality First Aid training and services. This is an important prerequisite for the large-scale promotion of effective first aid knowledge and skills. Support will be provided to NSs to strengthen their commercial first aid services, which will contribute to the financial viability of National Societies in the provision of FA in the long-term, including the provision of free services to vulnerable populations.

Regional cooperation also constitutes a lever for capacity building, through the pooling of resources (regional training tools, community of practice), mutual assistance for instructor trainings and support with a master educator for the region.

Job Duties and Responsibilities

The position will support eleven Pacific National Societies (Vanuatu, Solomon Islands, Fiji, Samoa, Micronesia, Palau, the Cook Islands, the Marshall Islands, Kiribati, Tonga and Tuvalu), and French overseas territories. Technical support will be offered to Papua New Guinea. As a main responsibility, the FA officer in the Pacific will manage the implementation of the Pacific First Aid component of the “3 Oceans Project”, funded by the French Development Agency (AFD), and implemented by the French Red Cross with the support of the GFARC.

The First aid officer in the Pacific will be in charge of implementing the following activities:

  • Manage the First Aid component of the project “3 Oceans, Phase 3”
  • Support Pacific National Societies in First Aid
  • Representation and reporting

Organizational and functional links

The First Aid Officer in the Pacific will be based at the IFRC Pacific Country Cluster Delegation (CCD) office in Suva, Fiji.

The First Aid Officer will be managed by the Head of French Red Cross delegation in New Caledonia, with technical support of the GFARC, and will work in close partnership with the CCD team in Fiji, especially the Senior FA Officer and the Health Manager. They will work in collaboration and coordination with the CCD Senior FA officer across all of their programmatic work. The FA Officer will work to support their FA focal points in Pacific National Societies, alongside FA CCD officer. Other relationships will include those with key stakeholders in alignment with the GFARC Manager for Asia Pacific, IFRC Pacific CCD and National Societies as appropriate. S/he will also maintain strong collaboration with GFARC officers in charge of technical files (Commercial First Aid, Universal First Aid Application, Communication, International FA education program, etc.)

Conditions of employment:

  • Type of status: expatriate
  • Type of contract: Fixed-term contract under French law
  • Salary: According to the classification of the position on the CRf grid and the experience of the candidate
  • Per diem: daily per diem which varies according to the country

Required

  • Diploma in humanitarian project management, development, international relations, political science or equivalent.

Preferred

  • Diploma(s) in First Aid.
  • Diploma in pedagogy/teaching.

Experience

Required

  • At least 5-7 years of experience in the humanitarian or development sector, with a focus on First Aid.
  • Experience working in an international or cross-cultural environment.
  • Experience in international project management cycle

Preferred

  • Experience of working for the Red Cross Red Crescent Movement in particular working with National Societies or IFRC.

Knowledge, skills and languages

Required

  • Fluent in written and spoken English
  • Strong knowledge/experience in the First Aid sector
  • Skills in organizing of online or face-to-face meetings
  • Skills in facilitating processes, events and trainings.
  • Skills in training and developing staff capacity.
  • Excellent communication and inter-personal skills
  • Strong editorial qualities and reporting skills
  • Very good knowledge of the Pacific context, or small island state contexts
  • Experience and technical knowledge in the implementation of donor-funded projects.
  • Rigor and sense of organization

Preferred

  • Knowledge of the Red Cross Red Crescent Movement
  • Good command of French is an advantage.
