A major player in the social and solidarity economy, the French Red Cross runs a network of more than 600 establishments and services in the health, medical and social sectors and in training. It also runs 12 regional health and social training institutes.

Internationally, the FRC is active in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes Health and Disaster Risk Management.

In the same way as in the activities that it develops and implements in France, the French Red Cross at the international level includes all its missions in a sustainable humanitarian action plan.

This means that emergency, post-emergency, post-crisis and reconstruction activities are coordinated in order to be as effective as possible. The aim is to carry out actions with lasting effects and to enable the population to regain their full autonomy.

Since the military offensive launched by the Russian Federation on February 24th, 2022, Ukraine is facing a humanitarian crisis that continues to develop every day. The number of people affected by the conflict, both inside and outside Ukraine, is estimated to be 21,3 million by early 2023 (UNOCHA-HRP). While the fighting now remains mostly concentrated around the front lines, Russian air-attacks on the rest of the country continue.

Since the onset of the conflict, the International Red Cross & Red Crescent Movement has activated all its emergency response mechanisms. As the conflict is now protracted over the time, Movement’s partners collaborate with the Ukrainian Red Cross Society (URCS) to develop long-term structuring projects that are part both of the response to the conflict and of URCS’s long-term strategy (including ONE PLAN 2023-25).

Poste

Reporting to the Program Coordinator, the overall responsibility of the First Aid Program Manager is to:

  1. Work in close and proactive collaboration with his/her URCS counterpart, in order to provide technical support on the planning and the implementation of the first aid action plan 2023 – 2025;
  2. Ensure the proper financial supervision and follow-up of the cash requests, based on an exhaustive financial reporting, as per the terms of the FA MoU between URCS and FRC;
  3. Ensure the collection of all information and data required to support the smooth implementation of First Aid activities in Ukraine; as well as the quantity and quality-based reporting due by the project team;
  4. Explore, suggest and guide the development of new activities in the First Aid domain;

GENERAL OBJECTIVES OF THE POSITION:

Mission 1: To supervise the project management and development, in constant coordination with the URCS

Mission 2: Provides technical and operational support

Mission 3: He/she is responsible for monitoring, evaluation, reporting and capitalisation.

Mission 4 : Ensures financial and logistical follow-up

Mission 5: Representation, communication and partnerships

The incumbent will coordinate with technically support and capacity build :

  • URCS FA Programme coordinator
  • HoD FRC

Internal collaboration :

  • The constant technical support of and in close collaboration with GFARC
  • All the UA delegation & FRC HQ support services (finance, logistics, MEAL, technical dpt; desk)

External collaboration :

  • URCS Counterpart & team
  • counterparts and colleagues within the RCRC Movement

Practical information related to the position

Conditions of employment:

  • Type of status: expatriate
  • Type of contract: Fixed-term contract under French law
  • Salary: According to the classification of the position on the CRf grid and the experience of the candidate
  • Per diem: daily per diem which varies according to the country
  • Leave: 10 to 15 days minimum every 6 months – Airfare paid at 100% by CRF for home travel
  • Health coverage: CFE + Mutuelle MSH (covered 100%) – covered at 75% by the CRF
  • MedEvac/repatriation insurance: YES
  • Other insurances: Provident insurance (death and disability)

Requirements :

  • Passport valid for more than 12 months at the time of departure
  • Up-to-date vaccination records / fitness to travel
  • Full vaccination schedule required

Qualifications

Relevant Master in Health, education or programme management with specialisation in training engineering; Project management training.

At least 3 years’ proven experience in design, management implementation and reporting of international projects on a similar programme.

Previous experience of working in training engineering and pedagogy. Experience of working with authorities (administrative, political, health and higher education) and other partners and non-governmental organisations.

  • Professional technical experience matching the above-mentioned duties and responsibilities.
  • Knowledge in first aid and the latest recommendations in terms of education and techniques.
  • International humanitarian field experience.
