Description of Organization: IPI advances USAID’s work to end economic and social inequality, inequity and vulnerability, and to future-proof development assistance through innovation, experimentation, and more diverse partnerships. IPI advances a systems approach to deliver cutting-edge technical assistance to Missions and other parts of the Agency to advance longstanding and emerging priorities, including digital development, localization and non-traditional partnerships, gender equality and equity for marginalized populations, and educational and economic opportunities for all. PO leads, coordinates, and provides guidance for IPI for the following: planning, budgeting, spending, and reporting; the management and implementation of programs; information and communication; the delivery of client services; and compliance. PO provides cohesion for IPI by establishing IPI-wide processes and systems, setting standards, and providing templates, and also manages IPI’s allocation of financial resources to ensure accountability and the fulfillment of Congressional directives and other funding requirements as shared IPI and Agency resources. Description of Position: This position is a key member of the Budget Execution (BE) team in the PO. The incumbent is the lead procurement liaison to the Bureau for Management, Office of Acquisition and Assistance (M/OAA) and expert consultant on Activity Design, per ADS Chapter 201 (Program Cycle Operational Policy), to the 550 staff in IPI. The incumbent works closely with M/OAA and activity design teams in IPI, as well as the Office of Small and Disadvantaged Business Utilization/Minority Resource Center. The incumbent also coordinates IPI responses to unsolicited proposals. The incumbent works with BE colleagues to track procurement actions and assists in processing actions through financial systems and agency processes. The incumbent supports an institutional contractor to develop and maintain bureau guidance, tools, and templates for activity design and procurement processes.
