The post is located in the Local Transportation Team (LTT), Transportation Operations Unit, Travel and Transportation Section, FCAS/DOA/DOS.
The Department of Operational Support (DOS) provides operational support to UN Secretariat entities globally, including advisory, operational and transactional support services and, where needed, exercises delegated authority on behalf of clients. DOS supports the entire UN Secretariat, consisting of almost 100 entities located around the globe.
The Facilities and Commercial Activities Service (FCAS) operates the Headquarters complex, striving to provide effective and efficient planning, management, maintenance and operation for all existing physical facilities and assets at the UN Headquarters, New York. FCAS also supports office and conference facilities, property management, travel and transportation services, archives and records management, mail and pouch operations, catering, giftshop and the United Nations Postal Administration.
The Travel and Transportation Section provides travel and transportation services at UN Headquarters (travel, shipments management, UN travel documents (e-UNLP & UN Certificates), visas and host country services, local transportation, materials management and UNHQ garage operations.
The incumbent reports to the Chief, Travel and Transportation Section.
Responsibilities
• Prioritizes, prepares and assigns daily tasks to the Assistant Supervisor, drivers and the Administrative Clerk;
• Checks the drivers database logs for completion of assignments in an accurate and timely manner;
• Co-ordinates and arranges schedules of drivers and vehicle assignments relating to the travel
of the Secretary-General, Deputy-Secretary-General, President of the General Assembly and driving assignments for other Senior Officials of the Organization;
• Oversees the maintenance of the UNHQ vehicles fleet;
• Arranges for the inspection of vehicles to ascertain nature of the problems and determine the most cost-effective method, whether repairs are to be performed in the on-site facility (LTT garage) or appropriate dealership;
• Ensures all maintenance work is prepared to specifications and that all vehicles are operating
in peak condition;
• Reviews vehicle maintenance database system for accuracy (comprehensive vehicle inventory, maintenance records of vehicles, drivers’ data for Host Country requirements and UN Insurance Section);
• Ensures all new vehicles meet the operating specifications upon delivery;
• Ensures all vehicle accidents are reported correctly to the host country and Insurance Unit;
• Reviews parking violations reports from the New York Department of Finance and advises appropriate actions.
• Assists in the preparation of estimates for the Vehicle Replacement Programme for inclusion into the Section’s budget submission;
• Prepares specifications for the purchase of vehicles, equipment, parts and supplies and coordinates with the Procurement Division, utilizing procurement data and adhering to the Financial Rules and Regulations;
• Acts as a focal point for technical queries related to vendor queries during the bidding process;
• Reviews the Technical Evaluation for adherence to the requirements;
• Reviews all financial and administrative records of the Team (petty cash vouchers, receipts for gasoline and fleet card usage, invoices from vendors, attendance/overtimes sheets, annual leave requests and reports, statistical reports) prior to submission to the Office of the Chief, Transportation Operations Unit;
• Reviews staff members’ work plans and conducts Performance Appraisals accordingly;
• Acts as a panel member during the recruitment process for vacancies within the Team;
• Performs other related duties as required.

Education
High school diploma or equivalent is required.
Job – Specific Qualification
A valid driver’s license Class D or CDL Class B at the time of application is required and must be attached to the application.
Passing the Trades and Crafts Test (TCT) is required for recruitment in the Trades and Crafts category in the United Nations Secretariat. Applicants who have not passed the TCT at the time of application may be invited for the test after submitting an application.
Work Experience
A minimum of 10 years of progressively responsible experience in transportation management including vehicle fleet management and maintenance is required.
Supervisory experience as a team lead is required.
Experience in fleet procurement and related execution of financial and administrative procedures is required.
Proficiency in Microsoft applications (Word, Excel, SharePoint, etc.), web-based applications, and operational databases are required.
Experience working with the United Nations or other similar organizations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
Special Notice
Appointment or assignment against this position is for an initial period of one year.
