GGGI is the implementing partner for the project “Korea-Mexico-three Central American countries Triangular Cooperation project on Strengthening Capacities for Forest Landscape Restoration in response to Climate Change”, financed by KOICA. The project focuses on the delivery of capacity building on Forest Landscape Restoration (FLR), the development of national FLR protocols (including guidelines for agroforestry and/or the implementation of national FLR plans) and the development of FLR Action Plans at subnational level in Honduras, Guatemala and El Salvador.

GGGI is seeking a highly experienced Forestry Senior Associate to support the implementation of the project. The Forestry Senior Associate will support the execution, implementation, and field operations undertaken by the project.

The Forestry Senior Associate will be the responsible for the implementation of capacity building activities, development of national protocols (guidelines, rules, regulations) for forest landscape restoration (FLR) through, among others, agroforestry and the development of subnational Action Plans for the implementation of FLR in Honduras and will work as part of a multidisciplinary team of professionals, including GGGI staff and consultants. The Forestry Senior Associate will also support the Project Manager with ensuring that project operations align with GGGI’s policies and rules, donor requirements and national legal frameworks and sectoral strategies.

PURPOSE
  • Analyzes local context and identifies opportunities for implementation of agroforestry and forest restoration systems and integrates them into the design of the project implementation plans and activities.
  • Leads and oversees the development of Forest Landscape Restoration action plans at subnational level, including participatory processes involving local authorities and local populations.
  • Leads and oversees the participatory elaboration of national-level protocols for agroforestry and forest landscape restoration in coordination with the national forest authorities.
  • Leads and oversees the delivery of capacity building activities focused on FLR, taking stock of domestic and international experiences.
  • Oversees the delivery of consultancy processes and products and is responsible for quality assurance and quality control of deliverables, ensuring that all contractual clauses are complied with, especially with regard to equality and inclusiveness of public consultation and participation processes.
ENGAGEMENT
  • Collaborate with GGGI colleagues in Honduras, the LAC Regional Office and HQ on project related matters to enable the delivery of high-quality outputs and outcomes in accordance with GGGI Standards and contractual conditions of the project.
  • Support the Project Manager in ensuring timely delivery of field operations linked to project outcomes and outputs.
  • Establish, maintain, and strengthen relationships with central government agencies, Regional and local governments, donor, NGOs, development partners and local stakeholders.
  • Support efforts to identify opportunities for resource mobilization that contributes to expand project impact and sustainability in alignment with GGGI policies and procedures.
  • Support the Project Manager in ensuring successful delivery of outputs by applying technical knowledge and stakeholder engagement skills and networks.
  • Stay informed on technical knowledge and expertise in FLR, climate adaptation plans, and government of Honduras’ strategic plans, policies and legal framework, among others.
DELIVERY

The Senior Associate is expected to deliver the following:

  • Oversee and manage implementation of activities by third-party contracts, ensuring adherence to GGGI policies, rules and regulations and donor requirements.
  • Leads the analysis of stakeholders, in collaboration with the Project Manager and Forestry Associate
  • Assist in evaluating program risk factors and project issues and developing solutions to address such issues.
  • Develop action plans for FLR in coordination with the national forest authorities and with the support of consultants and consulting firms, where applicable
  • Gathers sectoral, national and international information to assess and design FLR, articulating common objectives as well as the risks, value and benefits of sustainable climate positive management and investment.
  • Engages national, departmental and local government representatives, private sector, MSMEs and community representatives engaged in economic activities in forested and agricultural landscapes, seeking to find common ground for the development of subnational FLR action plans.
  • Research, analyze and report on best practices on FLR applicable to the national context.
  • Present actionable recommendation for the development of FLR feasibility assessments.
  • Present results-oriented data and identifies opportunities for FLR related value chain support and development.
  • Keep abreast of technologies, trade information and potential market opportunities which address green value chain development, ecosystem restoration, and climate-smart agriculture relevant to NDC and SDG implementation in Honduras
  • Lead the development and dissemination of knowledge and communication products taking stock of existing experiences in Honduras and across the Mesoamerica Region.
REQUIREMENTS
QUALIFICATIONS
  • Post-graduate education (or equivalent professional experience) in forestry, agriculture, agroforestry, rural development or related areas.
  • At least five years of relevant professional experience, including experience in FLR, CSA and bio-economy value chains assessment.
  • Demonstrable experience with participatory planning processes involving multiple stakeholders.
  • Demonstrable experience in the development of public policy instruments
  • In-depth knowledge of FLR principles and criteria
  • Experience in the delivery of capacity building activities targeting forestry and agroforestry extension workers.
  • A minimum of 5 years of demonstrable professional experience in leading FLR activities
  • Must be a citizen of or have valid work permit in Honduras
  • Fluency in Spanish and English, and excellent report writing skills are essential.

  • Experience in the development of participatory planning processes at national or subnational levels
  • Project delivery experience, including managing the work and deliverables of consultants within planned time and on budget.
  • Experience designing and implementing FLR activities and FLR-related business plans, as well as experience in community-based and participatory development processes.

WORKING CONDITIONS
  • The Senior Associate is an X7 grade level in GGGI’s National salary scale. Determination of base salary is subject to candidate’s experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
