Description

Fraud Investigator/Internal Auditor in the Internal Audit and Evaluation Service (DG-A), Director General’s Services.

Duties

Fraud Investigation Duties:

  • Handling alerts of suspected fraud received by the Head of Internal Audit:
    • Upon notification by the Head of Internal Audit of an alleged fraud, conducting an initial fact-finding exercise to evaluate the reliability of the information with a view to determining whether the allegation or suspicion is sufficiently serious and warrants further investigation;
  • Participating as the DG-A representative on fraud investigation teams:
    • Chairing fraud investigation teams as the Head of Internal Audit’s designated representative;
    • Drafting fraud investigation reports with recommendations to the Director General;
    • Following up on the implementation of fraud-related recommendations;
  • Preparing lessons learned reports to tighten control and prevent the recurrence of specific types of fraud;
  • Managing the contract of the external contact point for fraud alerts and liaising with them following the receipt of an alert, anonymous or otherwise;
  • Assisting the ESA Corporate Compliance Office in conducting fraud awareness sessions both internally and external to ESA;
  • Providing advice, as required, on the assessment of fraud risk to ESA management;
  • Maintaining a register of reported fraud cases and their outcomes and preparing sanitised summaries of fraud cases for publication on the ESA intranet;
  • Maintaining fraud case files, ensuring compliance with personal data protection and security rules;
  • Reporting internally and to the ESA Oversight Committee on fraud-related matters.

Internal Audit Duties:

  • Conducting audits of the Agency’s activities and management consultancy assignments, alone or in small teams, including:
    • assessing the adequacy of the Agency’s governance processes and internal control practices with regard to ensuring effective performance and accountability, ensuring appropriate risk assessment and mitigation and promoting appropriate ethics and values;
    • evaluating the adequacy and effectiveness of internal controls;
    • analysing potential weaknesses and improvement opportunities in the Agency’s governance, risk management and control processes;
    • formulating management action plans with the relevant organisational units and following up on their implementation.

Education

You should have a master’s degree in fraud investigation, law, auditing, business administration or another relevant discipline, with a minimum of five years of experience of fraud examination in an international environment.

Additional requirements

You should be certified by the Association of Certified Fraud Examiners or be prepared to work towards certification. A qualification in law or internal audit would be advantageous. You must demonstrate excellent analytical, communication and coordination skills and the ability to provide quality output against tight deadlines while respecting confidentiality.

The working languages of the Agency are English and French. A good knowledge of one of these is required. Knowledge of another Member State language would be an asset.

In principle, recruitment will be within the advertised grade band (A2-A4). However, if the selected candidate has less than four years of relevant professional experience following the completion of the master’s degree, the position may be filled at A1 level.
