Description of the Bureau: ASIA provides overall leadership for Agency programs across the region, including many countries at the top of the U.S. foreign policy agenda. The vast and diverse region covers East, Southeast, South, and Central Asia, as well as the South Pacific. USAID programs focus on building democratic institutions and processes; increasing access to quality education and workforce training; increasing trade, investment and productivity; improving the management and sustainable use of natural resources; and improving health, population, and nutrition. ASIA is responsible for the overall strategic planning in the region and program coordination with other United States Government (USG)agencies and private organizations supporting the work in over 30 countries in Asia.
Description of Office: Asia Bureau’s Office of Technical Services (ASIA/TS) is responsible for providing technical support to field Missions, supervising analytical and technical inputs and reviews of programs, providing expert advice and analysis to Asia Bureau senior management, and supporting interagency coordination. In addition, ASIA/TS also implements regional programs in support of its field Missions. The Senior Private Sector Advisor will be assigned to the Economic Growth Team in ASIA/TS. S/he will report directly to the Economic Growth Team Lead.
Description of Position: The Senior Private Sector Advisor will be responsible for developing and managing USAID activities to support inclusiveand sustainable economic growth by promoting regional integration, increased market linkages for smallholder farmers and agribusiness development with an emphasis on innovation, entrepreneurship and business services. S/he will be expected to manage projects and/or serve as Contracts Officer Representative (COR) and/or an Agreement Officer Representative (AOR).
Description of Key Duties: The Senior Private Sector Advisor will provide technical leadership on program development and implementation in the Asia region to engage the private sector through Feed the Future (FTF), the U.S. Government’s global hunger and food security initiative, and other agriculture and food security-related issues. S/he will develop, maintain, and evaluate a portfolio of strategic activities that support Agency and Bureau objectives related to a market-based approach to agriculture, including food safety and agricultural trade. S/he will provide technical assistance to the Asia Bureau and USAID Missions in Asia to pursue new partnerships in agriculture, particularly with the private sector while identifying areas of common interest and best ways to pursue shared goals and ensure partnerships yield optimal results. This includes engaging with Missions in the design, development, management, and/or evaluation of agriculture programs while ensuring linkages between the agriculture portfolio and the economic priorities and strategic objectives in Asia.
S/he will provide leadership on economic issues with regional economic institutions, including the Association of Southeast Asian Nations (ASEAN)and the Asia-Pacific Economic Cooperation (APEC). S/he will also lead in cross-sectoral, cross-team efforts to develop new and strategic opportunities for financing in Asia, including financing for agriculture and food security investments. S/he will work in collaboration and coordination with pillar bureaus, including the Bureau for Resilience, Environment, and Food Security (REFS) and the Bureau for Inclusive Growth, Partnerships, and Innovation (IPI), r as appropriate in leveraging technology, innovation and partnerships in support of FTF goals.
