Consultancy Title: Gaza Health and Nutrition Start-Up Consultant

Location(s) where the Services are to be performed: Rotation in Gaza + Egypt

Contracting/ Reporting Manager: Team Leader

Timings: MONTHLY RATE – normal working hours and rotation for oPT mission (Gaza)

Dates: May 15 – July 15, 2024

Pre Hire Checks Requirements: Advanced pre contracting checks.  Enhanced Due Diligence should be conducted

     SCOPE AND NATURE OF THE SERVICES:

 

    • Scope of Work Summary
      • Visit health implementation sites of RI mission and report back clearly needs and nuances to effectively establish program
      • Meet with relevant external actors in Gaza (and Cairo) to support establishment of needed relationships to support program implementation
      • Lead on stakeholder mapping of other Health agencies, especially working in primary health care and secondary health care
      • Collect and file health and nutrition guidelines for Gaza, share with RI health and nutrition teams and oversee implementation
      • Understand and report on supply chain for medical supplies from Gaza, including storage practices and disbursements to beneficiaries
      • Lead on health-related assessments as requested
      • Support on national staff recruitment of health/technical team as requested
      • Support on proposal development upon request (from a technical standpoint)
  • Key Delivery Milestones
    • Stakeholder mapping report
    • Needs/ recommendations report related to Health for RI management team
    • Completed assessment (s)
    • Clear handover to permanent Health Advisor recruited for the mission during timeframe of consultancy
    • Structured weekly meetings with the Team Lead/ Health Technical Leads/developing country SMT

INFORMATION, SERVICES OR RESOURCES TO BE PROVIDED BY THE CONSULTANT;

  • Reports as described above
  • Consultation with relevant individuals in RI to support efficient health start up

Qualifications and experience:

  • Advanced degree in a health or nutrition field (M.P.H., MD, R.N., etc) in addition to experience managing grants or donor-funded projects.
  • Minimum of five years professional experience in leading implementation of emergency response programs, preferably in a conflict setting of which at least three years should be in international setting.
  • Solid background and knowledge of USAID/BHA and ECHO Rules and Regulations.
  • Solid background and contacts with U.N. agencies and other international emergency response and development actors.
  • Excellent interpersonal, communication, public speaking, and strategic planning skills required; able to work with a range of different people in-person and remotely.
  • Good supportive supervision skills
  • Excellent English communication skills (verbal/written), Arabic preferable.
  • Demonstrated ability to deliver results, engage in effective and collaborative problem solving and decision making, and foster programme innovations and adaptations.
