What can you bring?

The Gender Based Violence (GBV) & Safeguarding Lead provides technical support and guidance to Plan International’s Ukraine Crisis response.
The role is responsible for proactive engagement and support to the clusters and GBV working groups in country, supporting an increased focus on GBV in the humanitarian response and alignment with sectoral standards and ways of working. The role will report to the Ukraine Response Director on Safeguarding tasks and Head of Programme Operations for GBV tasks

You will need to:

  • Ensure that Plan’s GBV activities are coordinated with other Plan’s programmatic areas, protection actors, stakeholders, and Governmental and non-Governmental agencies.
  • Design most appropriate GBV interventions based on the outcomes of assessments and the context.
  • Ensure PLAN’s guidelines and the Inter-agency Minimum Standards for Gender-based Violence in Emergencies Programming are considered and any deviation documented.
  • Develop capacity building plans and provide training, support, and mentorship to Plan staff and partners.
  • Represent Plan to governmental and non-governmental groups as needed and agreed with the Head of Missions.
  • Provide brief updates and reports on sectoral activities/strategies to donors and other stakeholders.

Safeguarding

  • Ensure that focal points support staff and associates to understand Plan Internationals safeguarding policy and reporting systems
  • Respond to and where appropriate investigate allegations of sexual exploitation and abuse
  • Coordinate annual safeguarding self-assessment, develop management action plan and follow up implementation across the response
  • Train and support all Child safeguarding focal persons.
  • Ensure the country programme has in place quality community feedback and safeguarding mechanisms for beneficiaries

You will have:

  • Significant experience of implementing and managing GBV programmes in a range of humanitarian crises.
  • Experience of training on GBV technical areas with a variety of audiences.
  • Proven ability on integration of gender into programme design and implementation.
  • Demonstrable knowledge of the Minimum Standards for Child Protection in Humanitarian Action, Inter-agency Minimum Standards for Gender-based Violence in Emergencies Programming Sphere and the Red Cross/ NGO Code of Conduct.
  • Well planned and organized even within a fluid working environment and has a capacity for initiative and decision making with competent analytical and problem-solving skills.
  • Demonstrable experience in safeguarding
  • Empathy for the challenges survivors face in reporting and the pressures an investigation places on all stakeholders, including the alleged perpetrator and management
  • Ability to work professionally and with a high degree of confidentiality at all times
  • Team player and relationship builder attitude
  • Ability to work calmly under extreme pressure, volatile & insecure environment and at unpredictable (long) hours during emergency response
  • To Work well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to work under pressure well

Location: Poland, Moldova, Romania or Ukraine (any one of response countries)

Type of Role: National role; fixed term upto 12 months
