The Position:
The GBV Sub-Cluster Coordinator (P4) is located in Sudan country office, Port Sudan and reports to the Cluster Lead Agency (Humanitarian Coordinator). The incumbent leads and advance UNFPA Sudan’s efforts in GBV prevention and response through technical excellence, and impactful partnerships. The position entails leading GBV AoR coordination in Sudan and requires frequent travel to the field.

Job Purpose:
GBV Sub-Cluster provides GBV technical support for national and state level GBV sub-cluster coordination through the national level GBV sub-cluster and state level GBV sub-cluster working group to ensure strong partnership and collaboration with the UN as well as with national/ international counterparts toward a comprehensive multi-sectoral GBV survivor-centred prevention and response. This response includes close cooperation amongst health, psycho-social, protection and legal actors to ensure that survivors’ needs are met. The incumbent coordinates closely with the head of UNFPA GBV unit team, GBV officers in Port Sudan and in the UNFPA GBV coordinators based in the field, other Units officers to reinforce linkages between humanitarian and resilience interventions ensuring that GBV issues are well addressed in these interventions.

Main Tasks & Responsibilities
1. Partnerships and Coordination
• Provide overall strategic oversight and technical guidance to the GBV AoR coordination in Sudan, ensuring alignment with UNFPA’s strategic priorities and international standards.
• Lead GBV AoR coordination meetings, actively engage with stakeholders, and develop and implement capacity-building initiatives for partners on GBV prevention and response.
• Continuously monitor and evaluate GBV coordination efforts to ensure they align with international standards, best practices, and UNFPA’s strategic goals.
• Closely coordinates with OCHA, Child Protection sub-cluster, the Protection Sector, Health Sector and other relevant task force at state levels and federal level and other relevant coordination bodies;
• Coordinate closely with PSEA Network to strengthen the Framework for SEA Survivor Support;
• Supports the operationalization of a national GBV Strategy and Standard Operating Procedures (SOPs) and development of state level SOPs;
• Enhances referral pathways for GBV survivors through various service provision levels including clinical management of rape (CMR), psycho-social support and counselling, and formation of community protection networks which can support civil society initiatives to address prevention and response; this includes regular updating of CMR capacity mapping and tracking of post rape kit distribution to health facilities and health partners and addressing possible gaps;
• Provides leadership on the improvement of the GBV Information management or other GBV documentation as agreed at country level
• Support and assist the state level GBV sub sector coordination mechanism, and conduct regular field and project missions.
• Work on GBV risk mitigation and prevention across sectors and in collaboration with other humanitarian, development and peace actors.
• Development of innovative/diverse partnerships from different sectors, and mobilize resources for GBV Coordination and Programmes
2. Management
Supervises the work of the GBV sub National coordinator (P3), 4 field coordinators (P3) and 2 GBV IM specialist (P3)
3. Technical Guidance
• Leads the GBV sub-cluster inputs for the development of the multi-year Humanitarian Needs Overview (HNO) and Humanitarian Response Plan (HRP) as well as Sudan Humanitarian Fund (SHF) CERF allocation strategy inputs as relevant;
• Enhance the integration of GBV in emergency settings with recovery and development efforts, emphasizing continuity and sustainability of service delivery for GBV prevention and response
• Work on mainstreaming GBV into sexual and reproductive health (SRH) services, including case management and comprehensive management of rape.
• Supports capacity building and ongoing support of partners at various levels including GBV sub-cluster partners and supports institutional capacity building of government and other partners to establish a protection framework for prevention and response to GBV
• develop a capacity building plan, building on GBV capacity building needs assessment for the GBV sub sector
• Coordinates with UNFPA’s humanitarian response activities, using a results-based approach incorporating creativity, innovation, and responsiveness to the needs, and thorough monitoring and reporting.
• Supports and advises the country office management and builds knowledge and programming practices in relation to GBV through information sharing and facilitation of external and internal trainings aimed at multi-sectoral prevention and response.
• Undertakes regular monitoring missions and meetings with relevant actors including GBV sub-cluster partners in assessing the GBV trends, patterns and advises on the prevention and response strategies through GBV Sub-Cluster Advocacy brief.
• Drive the integration of nexus approaches in UNFPA programming, ensuring alignment with the new Country Program Document.
4. Donors Engagement
• Consolidate strategic donor intelligence and develop strategic partnership with other sectors, in the area of GBV and other relevant thematic areas, to fill the resource gaps
• Contribute to project proposals and ensure sufficient funding is dedicated to GBV AoR
• Contribute timely to donors reporting, ensuring data quality
• Organise and attend donors briefing to maintain the required attention to GBV
5. Miscellaneous Duties
• Write monthly work plans, monthly reports and other reports as needed or requested.

Qualifications and Experience:
Education:
Advanced university (Master’s or equivalent) degree in social sciences, gender studies, humanitarian practice, international development, public health or related field.
Knowledge and Experience:
- A minimum of seven (7) years of proven specialized experience in GBV prevention and response, and experience in this field at international level in a humanitarian context.
- Demonstrated leadership and management experience within a multinational and multicultural environment is required.
- Technical knowledge of current developments on GBV related morbidity and mortality reduction is required.
- Ability to develop and coordinate GBV programs that target refugees, IDPs/returnees and their host communities is required.
- Strong expertise in capacity development is required.
- Knowledge and understanding of the GBV in low resource settings, particularly in the areas of GBV is required.
- Exceptional interpersonal, communication, networking, and negotiation skills is required.
- Ability to express clearly and concisely ideas and concepts in written and oral forms is required.
- Experience in the usage of computers and office software packages (MS word, Excel, etc), experience in handling of web based management systems is required.
Languages:
Proficiency in English oral and written is a must. Working level of Arabic is desirable.
