Background
1. The Green Climate Fund (GCF or the Fund) is a multilateral fund created in 2010 to make a significant and ambitious contribution to the global effort to combat climate change. The Fund promotes low-emission and climate-resilient development pathways by providing support to developing countries in limiting or reducing their greenhouse gas emissions and in adapting to the impacts of climate change.
2. The Independent Integrity Unit (IIU or the Unit) is one of the accountability mechanisms1 of the GCF. The IIU ensures that all GCF Personnel, external stakeholders, implementing entities, and intermediaries relating to GCF adhere to the highest standards of integrity to safeguard the lawful and efficient utilisation of Fund resources. To facilitate effective implementation of its mandate, the IIU employs a multi-pronged approach to promoting integrity standards in Fund-related Activities comprising of investigation, proactive prevention, awareness raising, and capacity building functions.
3. As a body independent from the GCF Secretariat, the IIU reports directly to the Board or through the Ethics and Audit Committee (EAC) of the Board. More information about the mandate and work of the IIU is available at https://iiu.greenclimate.fund/.
4. Within its Outreach and Engagement function, the IIU undertakes integrity-related capacity-building and awareness-raising activities. It aims to strengthen and support the capacities of GCF Accredited Entities and Delivery Partners (AEs/DPs) in the effective implementation of GCF integrity standards and policies2 across Fund-related Activities. All AEs/DPs are required to apply and comply with GCF integrity standards in the implementation of GCF projects and programmes.
5. In line with its mandate on proactive prevention and capacity building, the Work Programme and Budget of the Independent Integrity Unit for 20243 includes a number of activities that facilitate capacity building of AEs/DPs. In particular, the IIU will be organising two linked events in Songdo, Republic of Korea in November 2024:
(a) The 3rd GCF Integrity Forum (the Forum) on 04 to 06 November 2024 to strengthen partnerships with counterpart offices of AEs/DPs and help build their capacities in addressing integrity issues in international climate finance; and
(b) The Peer-to-Peer Learning Alliance on Climate Finance Integrity (P2P-LA or the Alliance) Workshop (the Workshop) on 07 November 2024 to support peer engagement among members of the P2P-LA in their alignment with GCF integrity policies and development of funding proposals to be considered by the GCF Board. The Alliance is currently composed of 7 Direct Access Entities (DAEs), and the IIU is anticipated to take over the Secretariat function for this Alliance beginning in June 2024.
6. In consideration of the foregoing, the IIU seeks to engage the services and expertise of a GCF Integrity Forum Facilitator (the Facilitator) to support the organisation of the 3rd GCF Integrity Forum and the P2P-LA Workshop.

Role
7. Under the overall guidance of the Head of the Independent Integrity Unit and in close coordination with other designated IIU staff, the Facilitator will be responsible for supporting the effective and efficient coordination, execution, and overall organisation of the 3rd GCF Integrity Forum and the P2P-LA Workshop (collectively, the Conference).

Duties and Responsibilities
8. The Facilitator will be responsible for but not limited to the following tasks:
(a) Strategic Planning and Agenda Development
(i) Jointly with the IIU, develop a comprehensive and responsive agenda for the Forum, identifying thematic priorities, session topics, and integrating discussion on innovative practices in integrity and climate finance;
(ii) Utilise and draw insights from previous Integrity Forum reports and relevant IIU stakeholder engagement documents to inform the development of customised training materials or sessions that address identified needs and promote capacity building among participants;
(iii) Collaborate with experts or resource persons to curate content that aligns with the latest trends and challenges in climate finance integrity, ensuring an agenda that is forward-looking and action oriented; and
(iv) Jointly with the IIU, develop a comprehensive and responsive agenda for the one-day P2P-LA Workshop in consultation with the Alliance members (GIZ, Transparency International, and DAE cohort members).
(b) Stakeholder Engagement and Consultation
(i) Lead targeted consultations with GCF stakeholders, including AEs, DPs, and P2P-LA members, to gather insights, assess respective interest and needs, and tailor the focus/thematic areas of the Conference;
(ii) Facilitate stakeholder mapping to identify and engage key contributors, ensuring representation of a diverse range of perspectives and expertise; and
(iii) Organise and facilitate three virtual Pre-Forum consultations (regional structured dialogues covering Africa, Asia-Pacific, and Latin America and the Caribbean) with GCF DAEs to obtain specific feedback that will inform the content and design of the Forum.

(c) Interactive Session Design and Facilitation
(i) Design and facilitate engaging session formats (e.g., workshops, panel discussions, interactive debates, breakouts) for the Conference that foster active participation, knowledge exchange, and collaborative learning; and
(ii) Guide resource persons and session leaders in creating relevant and impactful presentations, ensuring content is accessible, actionable, and aligns with Conference objectives.
(d) Management of Integrity Forum and P2P-LA Workshop Sessions
(i) Oversee the scheduling and timely execution of all Conference sessions, ensuring each segment starts and ends as planned;
(ii) Coordinate with speakers/resource persons and session leaders to facilitate seamless transitions between presentations and discussions; and
(iii) Adjust the flow of the programme in real-time and as appropriate, responding to unforeseen changes or participant feedback with agility.
(e) Engagement Enhancement
(i) Actively engage participants by moderating discussions, encouraging participation, and fostering an interactive environment;
(ii) Employ appropriate and creative facilitation techniques to maintain attendee focus, stimulate thought-provoking conversations, and ensure meaningful participation from diverse attendees; and
(iii) Address and manage any conflicts or challenges that may arise during the proceedings, ensuring a constructive and respectful dialogue among participants.
(f) Information Synthesis
(i) Summarise key points, conclusions, and actionable insights from each session, ensuring they align with the objectives and themes of the Conference; and
(ii) Relay synthesised information between sessions to build coherence throughout the Conference, helping participants to connect different discussion threads.
(g) Feedback Collection
(i) Implement real-time, appropriate, and creative feedback mechanisms to gauge participant engagement, session effectiveness, and overall atmosphere of the Conference; and
(ii) Use collected feedback to make immediate adjustments to the Conference structure, content, or facilitation style, enhancing participant satisfaction and engagement.
(h) Networking and Collaboration Facilitation
(i) Create opportunities for networking, encouraging participants to connect, share experiences, and collaborate on future initiatives; and
(ii) Facilitate side meetings or roundtable discussions, providing a platform for more in-depth exploration of specific topics or for fostering partnerships.
(i) Logistical Coordination
(i) Liaise with the IIU Organising Committee to oversee the logistical aspects of the Conference, ensuring all participant needs are met and the Conference environment is conducive to engagement and learning; and
(ii) Coordinate with technical support to address any audio-visual or connectivity issues promptly, minimising any disruption to the conference proceedings.
(j) Reporting and Documentation
(i) Ensure that all discussions, decisions, action items, and recommendations from the Conference are accurately recorded and documented;
(ii) Prepare a comprehensive Facilitator’s Report summarising the Conference outcomes, participant feedback, and suggestions for future IIU engagements; and
(iii) Conclude the Conference with a summary of key outcomes, highlighting actionable insights and next steps for the participants and the GCF community.
(k) Monitoring, Reporting, and Feedback Integration
(i) Develop and implement a participant evaluation survey;
(ii) Synthesise evaluation results into a structured report, offering evidence-based recommendations for strengthening future Integrity Forums and P2P-LA Workshops; and
(iii) Produce comprehensive reports detailing the execution and outcomes of and participant feedback on the Conference, highlighting successes and areas for future improvement.
(l) Knowledge Management and Resource Development
(i) Oversee the creation of knowledge products (e.g., best practices compendium, session summaries, toolkits) that encapsulate key learnings and resources from the Conference, facilitating ongoing learning and application post-event; and
(ii) Coordinate with the IIU to ensure the effective dissemination of these knowledge products, enhancing the GCF community’s capacity to adopt and implement best practices on integrity, accountability, and transparency.

Required Experience and Qualifications
9. The role of Facilitator shall have the following minimum qualifications:
(a) Demonstrated track record of at least 5 years of experience in peer-to-peer learning coordination or project/conference management in the areas of international climate finance, integrity, or accountability/transparency;
(b) Demonstrated experience in the application of learning principles, instructional design, and the creation of interactive and engaging workshop content;
(c) Exceptional organisational, coordination, and project management skills, with a proven track record of managing complex events and delivering outcomes on schedule;
(d) Advanced skills in stakeholder engagement, with the ability to navigate diverse groups and foster an inclusive and collaborative conference atmosphere;
(e) Proficiency in data analysis and report writing, with the capacity to translate evaluations into strategic insights and actionable recommendations;
(f) Strong competence and autonomy in the use of standard productivity tools (such as Office 365) as well as web-based applications (including Google Suite and other cloud-based tools);
(g) Fluency in English is essential (both written and spoken), with knowledge of another UN official language as an advantage;
(h) Ability to work independently and take initiative in response to conference contingencies;
(i) Ability to deal with large volume of work under time pressure with a high level of accuracy;
(j) Experience working in an international setting and a culturally diverse environment is an advantage; and
(k) Strong commitment to project delivery and flexibility to work at a fast-paced environment and potentially non-standard office hours (GCF Headquarters is located in the Republic of Korea which follows a UTC +9 time zone).
