The GCF is the world’s largest climate fund, mandated to support developing countries realize their Nationally Determined Contributions (NDC) ambitions towards low-emissions, climate-resilient pathways. The fund provides its support through various thematic categories or windows. GCF’s Readiness Program is a crucial element of the Fund’s approach to ensuring country ownership and facilitating increased flows of climate finance. Developing countries can access Readiness resources to support capacity building, strategic frameworks formulation, knowledge sharing, the development of project and program pipelines. GGGI with the support from the GCF is delivering readiness projects to enhance the climate coordination capacity of the Nationally Designated Authority (NDA) of the country which is the Ministry of Planning and Development (MOPD).

Recently Ethiopia received new readiness support from the Fund on the Establishment of Essential Mechanism, Country Program and Concept Notes Development, and Pre-Accreditation and Post-Accreditation support. GGGI as a delivery partner for the readiness project is working to develop a country program framework and new readiness proposals and summit to the GCF.

A Readiness Needs Assessment assesses the state of climate finance readiness in Ethiopia explaining the institutional and policy environment, current funding, financial flows and sources and assessing the potential for accessing additional funding and structuring climate finance internally. The objective of the report to be produced is to understand the climate finance readiness of Ethiopia and identify gaps and opportunities to build on it.

Based on the readiness assessment compilations, readiness project proposals will be developed/ strengthened using the GCF template and at a quality for submission. In preparing the proposals, the consultant is expected to conduct rigorous stakeholder consultation and engagement, preparation of workshop and meeting sessions, incorporate the range of needs that stakeholder forward; draft the documents in alignment with GCF requirements and standards and other considerations which maximize the benefits of the country.

Under the foregoing and other related matters, GGGI Ethiopia intends to apply part of the Readiness Support proceeds towards retaining a Readiness Needs Assessment, project proposal Development Consultant

OBJECTIVES / PURPOSE OF THE ASSIGNMENT

The purpose of this consultancy service is to prepare a Readiness Needs Assessment, two readiness proposal development, which results in the identification of readiness-related gaps and forward-looking interventions and strategies to enhance national overall readiness; as well as the identification of the country’s climate change strategic priorities and most impactful program for investment, and development of two proposals using the GCF template and submitted to the GCF.

SCOPE OF SERVICE

The Readiness Needs Assessment, the readiness proposal Development Consultant shall with the approval of the NDA and under the supervision of the Project Manager GCF Readiness Project under GGGI undertake the following namely:

  • Conduct stakeholder consultation and engagement workshops/meetings to collect inputs from stakeholders
  • Consult with NDA, DAEs, and other entities assess their short and long-term needs.
  • Forecasting the impact and potential risks associated with each project.
  • Synthesize and prepare the Readiness Needs Assessment Report.
  • Based on the result, draft two readiness proposals (one year and multi-year readiness program),
  • Support the work of other consultants on NDA capacity building as and when needed,
Output/Reporting Requirements/Deliverables:

The outputs shall be delivered in a phased manner as indicated below.

  • Final Readiness Needs Assessment report, including action plans with strategies for Readiness support that will be incorporated with Ethiopia’s GCF Country Programming Document as an Annex.

3 Conduct a data-driven technical exercise to identify 2 readiness project proposal for submitting to the GCF
  • Prioritization and identification exercise report on priority proposal for funding.
  • Two priority proposals developed/strengthened and using the GCF template and be at quality for submission.
  • 1 workshop report prepared, outlining the two priority concept notes, list of participants disaggregated by gender and stakeholders’ inputs, and highlights of discussion, and pre-and post-survey results.

QUALIFICATIONS / EXPERIENCE / EXPERTISE

1) Education:

An advanced university degree (master’s degree or equivalent) in finance, climate change, sustainable development, Business Administration, development economics, statistics, engineering, environmental science, international development, law and policy, or other disciplines related to sustainability, development, environmental management, or green growth.

2) Experience:

  1. At least 5+ years of operations and a minimum of 3 contracts of similar value, nature and complexity implemented over the past year.
  2. At least 5+ years of experience in climate finance and sustainable finance instruments, policies and strategies.
  3. Prior experience designing projects and developing concept notes for international organizations and/or MDBs and prior experience in the region.
  4. Prior experience working with the NDA and familiarity with GCF’s mission and investment criteria is desirable.
  5. Demonstrated experience in the design and development of climate change mitigation and adaptation projects, specifically oriented towards obtaining (international) donor funding.
  6. Experience supporting national, regional or international / financing institutions with building capacity to apply international best practice standards to increase access to finance for sustainable development and/or climate change (such as GCF accreditation, ISO Certification, etc.).
  7. A good understanding of the Green Climate Fund (GCF) and GCF investment criteria is highly desirable.
  8. An extensive knowledge on climate investment landscape in Ethiopia.
  9. Previous experience in conducting institutional gap analysis is an advantage.
