Post Context
The Joint Force Command Norfolk (JFCNF) provides a Joint Headquarters to plan, prepare and conduct operations to support NATO’s core tasks at the Joint Operational Level, as directed by the SACEUR.
The Command Group (CG) supports the Joint Force Command Norfolk Headquarters Commander (JFCNF HQ COM) in his involvement in all issues requiring a decision/recommendation.
The Office of the Commander (OCOM) supports the Joint Force Command Norfolk Headquarters Commander (JFCNF HQ COM) in his involvement in all issues requiring a decision/recommendation by the COM.
He/she provides JFCNF command-wide advice to senior leaders with regard to the integration of gender perspective. The GENAD provides advice on implementation of Bi-SC Dir 40-1, Integrating UNSCR 1325 and Gender Perspectives in the NATO Command Structure, awareness in operations/missions, crisis/conflict analysis, concepts, doctrine, procedures and education, training and services within the JFC area of responsibility. He/she supports SHAPE Gender Advisor (GENAD) to implement UNSCR 1325 as well as gender perspectives within ACO.
Reports to: JFC Norfolk Chief of Staff.
Principal Duties:
His/her duties are:
1. Serve as focal point for UNSCR 1325, related resolutions and Gender Perspective in JFHQ.
2. Support, inform and provide timely subject matter expert advice to the Command Group and HQ staff.
3. Support and co-ordinate the integration of the gender perspective as a crosscutting function throughout the staff organisation, and proactively contribute to the development of staff procedures in JFCNF.
4. Support and contribute to the planning, conduct and evaluation of operations processes and procedures.
5. Establish and maintain a permanent collaborative contact with the SHAPE GENAD as the coordination authority in ACO.
6. Request and receive functional guidance from SHAPE GENAD ensuring coherence throughout ACO.
7. Be a permanent member of ACO Gender Board.
8. Serve as functional manager for the gender perspective including internal aspects, and assess and advise on the future development as well as structures.
9. Establish and maintain liaison with Gender Advisors and Gender Focal Points both in other HQs and in Operations.
10. Act as support, coach and reach back function for Gender Focal Points (When established).
11. Raise the JFHQ staff awareness and understanding of UNSCR 1325 and the gender perspective in Operations.
12. Collect, manage and disseminate gender related information, guidelines and documents.
13. Contribute to the revision of the Bi-SC Directive 40-1 on integration of gender perspectives in the NCS.
14. Provide a gender dimension to the Public Affairs Advisor and staff.
15. Perform functional follow-up procedures, for example reporting, conducting assessments etc.
Special Requirements and Additional Duties
1. He/she may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract
2. He/she must be prepared to contribute in any inquiry or investigation concerning a breach of NATO Standards of Behavior, or an allegation of rape, sexual and gender based violence or other forms of sexual exploitation and abuse.
Essential Qualifications
1. University Degree in sociology, behavioural science or related discipline and 2 years function related experience.
2. Broad professional background on Humanitarian issues, Gender and NATO procedures.
3. Creative imagination combined with good service writing skills.
4. Should be familiar with the latest international developments in gender methods, approaches and tools for gender mainstreaming; UNSCR 1325 and Related Resolutions, and with national and international policies or actions taken to implement these resolutions and with NATO gender policies.
5. Previous experience in Peacekeeping Operations.
6. Use of MS-Office applications is crucial to the effective and successful execution of daily duties. Advanced working user experience with MS Word and E-mail/Outlook. Basic working user experience with web applications, MS Excel and MS Power Point programs

Desirable Qualifications
a. Professional Experience
1. Operational Planning Process experience.
2. Experienced with ample professional background of a NATO, Joint or Combined Staff.
3. Experience in collaboration with non-military actors.
4. NATO Comprehensive Operations Planning Course (JPL-OP-3555) provided by NATO – School Oberammergau (NSO)
5. Gender Advisor Course (GENAD) (GEN-GO-45610) provided by Nordic Centre for Gender in Military Operations (NCGM)
Attributes/Competencies
Personal Attributes: He/she requires a range of personal attributes which are very demanding and exacting, but without them the function will fail. Foremost, an analytical mind is needed to identify and evaluate complex and competing issues and that can develop imaginative yet still pragmatic solutions. Inter-personal skills must also be highly developed. He/she will be working in an international community where different cultural values and styles exist. He/she will need to be able to work successfully with staff at all levels of the organisation, from the lower ranks during the analysis work up to the highest levels when presenting findings and recommendations. This requires tact, judgement and agility. High standards of personal and professional behaviour and moral courage are also needed, as not all reviews and recommendations will be welcomed. He/she will operate in organisational review teams with a degree of autonomy and will need to be able to present persuasive and cogent reports at appropriate level. Excellent communication skills are also a premium asset. A team player is also a key attribute.
Managerial Responsibilities: No reporting Responsibilities.
Professional Contacts: He/she must be able to liaise effectively both within and outside the HQ with international military and civilian personnel up to the OF-8 level. Outside contact include senior officials in SHAPE, NATO HQ, NATO agencies and national government agencies and industries.
Contribution To Objectives: His/her work impacts both directly and indirectly to the work and objectives of JFCNF. The work will directly impact the strategic objectives of the organisation and will refine the efficiency and effectiveness of the management process to deliver capabilities. Duties include leading and coaching; explaining or demonstrating work functions; counselling and motivating, assigning and reviewing work; ensuring health and environmental safety; maintaining and adjusting work schedules; assessing performance and initiating disciplinary action, and/or implementing new or changed work procedures.
Security Clearance
The successful applicant will be required to apply for and receive a NATO Secret Security Clearance prior to final confirmation of contract and commencement of employment.
Work Environment
He/she will normally be required to work in a normal office environment.
Contract
· This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.
· Both serving NATO International Civilian staff, regardless of their current contract status, and newly recruited staff, will only be offered a three year definite duration contract.
