Org. Setting and Reporting

The position is in the United Nations Interim Administration Mission in Kosovo (UNMIK) in Pristina. Pristina is classified as a “B” family duty-station. The incumbent will report to the Special Representative of the Secretary-General (SRSG) of UNMIK.

UNMIK was established by the Security Council in its resolution 1244 (1999). The Mission is mandated to help ensure conditions for a peaceful and normal life for all inhabitants of Kosovo and advance regional stability in the Western Balkans. The Mission is headed by the Special Representative of the Secretary-General, who enjoys civilian executive power as vested in him by the Security Council in resolution 1244 (1999). The Special Representative ensures a coordinated approach by the international civil presence operating under Security Council resolution 1244 (1999), including the Organization for Security and Cooperation in Europe (OSCE), which retains the status of UNMIK’s pillar for institution building. The Special Representative also ensures coordination with the head of the European Union Rule of Law Mission in Kosovo (EULEX), which has operational responsibility in the area of rule of law. EULEX is deployed under Security Council resolution 1244 (1999) and operates under the overall authority of the United Nations. The Mission has its headquarters in Pristina and is supported by field offices in Mitrovicë/Mitrovica and Pejë/Pec. In addition, the UN Office in Belgrade plays an important political and diplomatic role and liaises with political leadership of Serbia. Kosovo declared independence on 17 February 2008 and has been recognized by more than 100 UN Member States. UNMIK continues to implement its mandate in a status neutral manner and operate under Security Council resolution 1244 (1999).

Responsibilities

Under the guidance of the SRSG, and within delegated authority, the incumbent will be responsible for performing the following duties:

• Supports and guides the implementation of UN Security Council Resolutions on Women, Peace and Security (WPS) and the Policy on Gender Equality in Peacekeeping Operations.
• Coordinates the implementation and monitoring of the mission-wide Gender Framework Strategy.
• Provides support and guidance to the mission Gender Focal Points in their efforts to support effective integration of WPS, including through the design and implementation of WPS-related programmatic activities.
• Supports various mission components on the formulation and implementation of policies and programmes promoting gender- sensitive approaches and advancing the WPS agenda.
• Drafts, edits and provides substantive inputs for periodic reports, briefings, talking points and speeches on WPS related issues.
• Supports the delivery of gender training for all levels of personnel in civilian, police and military components.
• Conducts substantive research and analysis of gender issues, utilizing analytical monitoring and evaluation processes, including indicators and benchmarks, to ensure measurement of progress in gender mainstreaming in the mission’s activities.
• Collaborates with UN Agencies, Funds and Programmes, as with relevant institutions and NGOs, and regularly participates in inter-agency coordination forum.
• Represents the Mission on gender-related issues when needed.
• Provides inputs to planning processes, including results-based budgeting (RBB), the Comprehensive Performance Assessment system (CPAS) and reporting.
• Provides day-to-day supervision of staff when needed.
• Performs other duties as required.

Competencies

• PROFESSIONALISM: Expertise in the field of gender and Women’s Rights, particularly gender mainstreaming and sexual and gender-based violence. Experience in supporting the mainstreaming of gender and sexual violence perspectives, into inter-governmental processes and mechanisms; in-depth understanding of UN Security Council Resolutions 1325 and 1820 on Women, Peace and Security; excellent drafting, monitoring and reporting skills; ability to adapt to hardship missions and remote locations. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Provides leadership and takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

• CLIENT ORIENTATION: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

• COMMUNICATION: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify and exhibits interest in having two-way communication; tailors’ language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

Education

Advanced university degree (Master’s degree or equivalent degree) in development studies, social studies in International Relations, Human Rights Law, Gender Studies, or in a related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible policy advice and programme management experience, including in relation to the promotion of gender equality particularly with international organizations in conflict or post-conflict settings is required.

Experience in integrating gender perspectives into mainstream policies or programmes is required.

Experience related to the Women, Peace and Security (WPS) agenda and women’s rights, together with a thorough understanding of the concepts and practices related to gender issues, is required.

Experience working in the Balkans region for an agency, fund or programme, or other international organization or non-governmental organization is desirable.

Languages

English and French are the working languages of the UN Secretariat. For the post advertised, fluency in English (both oral and written) is required. Knowledge of another UN language is desirable.
