Pact seeks a Gender and Inclusive Development Advisor for the anticipated USAID Access Miahy Activity. USAID Access Miahy’s goal is to accelerate sustainable reductions in maternal, neonatal and child morbidity and mortality through increased access and availability of quality primary health care (PHC) services. USAID Access Miahy will build the capacity of Ministry of Public Health (MOPH) actors at district, facility and community levels to design, develop, manage, deliver, monitor and evaluate health services and programs aligned with the intervention packages in their catchment areas.
USAID Access Miahy is a $90M cooperative agreement with an anticipated start date of January 2025.

The Gender and Inclusive Development Advisor will lead the integration of transformative gender and inclusive development practices throughout our program. This full-time role will involve conducting a comprehensive gender analysis, implementing gender-sensitive and inclusive strategies across all activities, and guiding programming and teams on promoting equity, inclusion and empowerment in health, social, and economic contexts. The successful candidate will have a strong understanding of gender-based economic barriers, intersectional approaches, and laws that support gender equality and health rights, particularly as outlined in the Reproductive Health and Family Planning Law of 2017. This position will report to Deputy Chief of Party (DCOP), will supervise Livelihoods Manager and PPP Manager, and will be based in Antananarivo, Madagascar.
Ensure the integration of gender equality and inclusive decision-making within the program’s SBC activities, promoting gender-equitable family representation and practices.
