Gender and Social Development officer

GGGI is seeking a Gender and Social Development officer to support the overall implementation of the Transformative Climate Finance Program of the African Union – Green Recovery Action Plan and will be part of the Climate Finance Unit based in Ethiopia.

The Gender and Social Development officer will lead the gender work in Africa program. (S)he will contribute to and deepen GRAP programming through ensuring mainstreaming of gender, poverty reduction and social inclusion in GGGI sector and thematic policies, strategies, and operational plans . (S)he will report to the Project Manager and work with GGGI’s regional office and thematic experts, in consultation with the departments of Climate Action and Inclusive Development Unit (CAID) and Policy Solutions in GGGI headquarters.

PURPOSE

 

  • Contribute to ensuring mainstreaming of gender, poverty reduction and social inclusion in GGGI sector and thematic policies, strategies, and operational plans
  • Lead the preparation of selective country gender and social development analysis and assessments
  • Incorporate environmental and social safeguards into the project cycle management
  • Support the design and monitoring of program results as they relate to gender and social development outcomes and outputs.
  • Analyze and prepare knowledge products and services on social development and gender issues of importance, such as studies on current and emerging issues, operational tools (sector checklists and toolkits), and best practices.
  • Design capacity development/training materials and programs for staff and government partners.
  • Identify and build institutional partnerships and champions in government, private sector and civil society to strengthen
  • Support the development of strategies for mobilizing gender-responsive and inclusive, sustainable green finance
ENGAGEMENT

The Gender and Social Development officer provides technical advice and guidance to staff members in Africa region and Government counterparts to better integrate gender equality, poverty reduction and social inclusion aspects in projects and country programs , creating an enabling environment and leads capacity building of internal staff and government officials in the area of gender and social development

DELIVERY

In this role, the Gender and Social Development Officer shall:

  • Identify and develop relevant gender equality, poverty reduction and social inclusion aspects instruments for identified projects;
  • Support the development, writing and packaging of applications to respond to RFPs/RFAs from bilateral and multilateral agencies, including but not limited to Regional/Global Development Banks
  • Support (pre) feasibility assessment of green investment/infrastructure projects and programs engaging all relevant stakeholders on gender equality, poverty reduction and social inclusion aspects;
  • Develop and disseminate capacity development and knowledge sharing products in the field of gender equality, poverty reduction and social inclusion ;
  • Support the establishment of the Climate Finance Unit at Africa Union Headquarters in the area of gender and social development.
  • Support the development of an inclusive National Climate Finance Strategy for African Union Member States
  • Support the Delivery of a Metrics to measure progress on action and desired outcome of the AU-GRAP developed with gender components
  • Ensure high quality outputs
  • Demonstrate success stories in gender and social development and their relation to green growth to staff, government partners, donors and external stakeholders.
  • Disseminate GGGI gender and social development knowledge by organizing knowledge and learning events, use of media and website, social media, and represent GGGI in external events.
REQUIREMENTS
QUALIFICATIONS
  • Education: MBA or Masters in Gender Studies, Sociology/Anthropology/Social Development, International/ Development/Affairs, Public Policy, Economics, Human Rights or other social science preferably involving gender studies. Undergraduate degree in these subjects combined with specialized experience in similar organization/s may be considered in lieu of a Master’s degree.
  • At least 3-5 years of relevant experience in gender equality and social development of which 2 years at international level.
  • Substantial experience in design, monitoring and evaluation of gender projects
  • Experience working directly with one or more departments of multilateral or bilateral development institutions in developing countries is desirable and would be an advantage.
  • Proven experience and expertise with environmental and social safeguards is an advantage.
  • Experience of working with high-level government officials, international organizations, multilateral development banks is desirable
  • Understanding of the institutional arrangements and processes for public investment is a plus

  • Experienced in leading and formulating partnerships and networks to achieve and disseminate results
  • Handle multi-stakeholder relationships.

  • Effectively communicate, listen to others, and translate investment concepts into simple language for a non-expert audience

WORKING CONDITIONS

The Gender and Social Development officer is an International Position grade level in GGGI’s International salary scale. The salary will be defined depending on qualifications and experience. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
