Winrock is seeking a full-time Gender-Based Violence (GBV) Technical Advisor to support a dynamic team to implement an anticipated $10-25M USAID-funded project to improve community advocacy against gender-based violence (GBV), prevention of violence for at-risk people and GBV survivors, and increase the ability of public and private service institutions to protect and respond to GBV survivors as well as those most at-risk of GBV.

The GBV Technical Advisor will be responsible for providing technical advice and support to the project, contributing to the overall technical design, project implementation, and preparation of project evaluations as well as supplementary analyses. S/he will work with the MEL Manager to ensure the project utilizes Collaborating, Learning, and Adapting (CLA) approaches that improve the efficacy and inclusivity of the project. The position is contingent upon receipt of donor funding.

 

ESSENTIAL RESPONSIBLITIES:

Coordinate with the Chief of Party (COP) in the management of the technical components, providing programmatic leadership and overseeing the strategic planning of activities in support of the activity goal and objectives, including the determination of project priorities and appropriate technical initiatives.

Integrate GBV into strategic plans for the project activities, assessing staff capacity, and conduct GBV training and capacity strengthening, Foster coordination with local organizations, private and public service institutions, government bodies, and complementary donor programs that contribute to both sustainable and inclusive outcomes. Ensure results-oriented technical components and high-quality and timely deliverables and reports. Work closely with the MEL team to ensure streamlined data collection and analysis and that gender equality and social inclusion (GESI) concerns and Do No Harm approaches are reflected in the MEL plan and framework.

Understand and manage expected project results, including evaluation of ongoing activities as part of a Collaborating, Learning and Adapting (CLA) approach. Contribute to knowledge management and sharing activities within the project, with USAID, other implementing partners, the government and the public. Review and share relevant technical tools, curricula, and other resources with relevant project staff, contextualizing and adapting materials as needed for activity implementation. Work closely with COP and project staff to develop annual workplans and other deliverables to showcase project success and impact. Complete other tasks as assigned by supervisor(s).

QUALIFICATIONS AND BACKGROUND:

Education: Academic degree in gender studies, public health, international development/affairs, human rights, or other related field required, advanced degree preferred. Experience: 8+ years of experience in countering GBV and human rights issues related to GBV. Expertise in gender issues, women’s and youth empowerment, and gender transformative approaches in South Asia, preferably Bangladesh. Experience conducting gender analyses and knowledge of current research and trends in GBV and GESI. Experience managing technical teams for GBV programming, including training, capacity strengthening, mentorship, and day-to-day management. Experience working with USAID-funded projects is an advantage.

Skills/Knowledge: Knowledge of the policy and institutional context and frameworks for GBV in Bangladesh. Understanding of survivor-centered approaches, including the GBV Guiding Principles of Safety, Confidentiality, Respect, and Non-Discrimination. Understanding of the Do No Harm approach, particularly as it relates to conflict dynamics and populations at-risk of GBV in Bangladesh. Cultural awareness and knowledge of the Bangladesh context. Ability to work in a team, including effectively contributing to joint planning and implementation of trainings, workshops, and other program activities. Excellent organizational skills.
