CARE, a leading humanitarian and development organization, has prioritized gender equality as part of its Vision 2030 and programmatic and organizational ambitions and targets. The Global Gender Cohort helps lead the advancement of gender equality globally through contributing to CARE’s Global VISION 2030 and the CARE USA Strategy. The Global Gender Cohort provides quality gender technical assistance through a Global Network of approximately 30 gender specialists who are deployable to meet CARE’s global demand for gender technical assistance throughout its programming and for a growing base of external clients. It also invests in building gender capacity across the organization. The Global Gender Cohort Technical Advisor is a member of the CARE USA Gender Justice Team (GJT) that sits within the Program Strategy and Impact (PSI) division at CARE. The Global Gender Cohort Technical Advisor reports directly to the Global Gender Cohort Lead. The Technical Advisor is responsible for ensuring a high level of quality technical assistance; maintaining an active, engaged and updated roster for gender technical support; providing direct technical assistance and backstopping to Global Gender Cohort assignments; and ensuring accountability, learning and impactful communications.

Responsibilities:

  1. Ensuring the provision of quality gender technical assistance
    • Responding to requests in a timely fashion for gender TA including negotiation with clients to achieve appropriate and feasible terms of reference (TORs); identifying Gender Cohort members (or GJT members) to undertake TA requests in line with their skills and experience; active collaboration with CARE-USA and CI stakeholders for roll out of REDI curriculum and coordination of Gender Orientation; networking and connect with other Cohorts and/or rosters with gender expertise (RRT, MEAL, etc).
  2. Promote & maintain active, engaged & updated roster for gender TA
    • Calling for new applicants, assessing applications (including work examples) to determine readiness for deployment, and maintaining Gender Cohort member administrative records. Ensuring the engagement of existing members through coordination and delivery of ongoing learning opportunities (including periodically delivering the Gender Cohort course and other elective training courses); use evaluation feedback as a basis for assessing and coaching cohort members and ensuring feedback is reflected.
  3. Direct technical assistance and backstopping to Global Gender Cohort assignments.
    • The Cohort Technical Advisor will undertake Gender Cohort TA assignments directly (in-country and remote) and provide remote support to members. Facilitation of trainings such as REDI and SAA, linking to organizational program quality standards and tools, providing technical advice on a range of gender technical areas; reviewing tools, approaches and reports; writing/re-writing reports and other outputs; and producing attractive designs of reports and other outputs.
  4. Managing Cohort Operations
    • Manage Cohort administration: preparation of MOUs and agreement letters for new assignments; Updating agreement letters for existing assignments; Follow up with country offices and clients regarding the status of MOUs and agreement letters; Financial tracking of invoices/payments; Ensuring client evaluations are regularly / consistently completed and lessons incorporated; Maintaining/updating filing system; Uploading TORs and completed evaluation form in roster for each Cohort member.

Qualifications:

  • Master’s Degree in Social Sciences, preferably with an academic emphasis on gender or formal training in gender studies and/or deep experience in gender programming.
  • The position requires a mix of technical gender experience, relationship-management, and ability to work with minimal supervision. Specifically:
  • Experience undertaking a variety of gender TA deployments to understand what level of effort different types of work require.
  • Solid gender technical understanding across a range of sectors and geographic contexts.
  • Negotiation skills and ability to be propositional.
  • Highly responsive communicator, solution-focused.
  • Flexibility and willingness to prioritize and actively trouble shoot and/or support Gender Cohort assignments when challenges arise.
  • Committed to capacity strengthening of Gender Cohort members.
  • Additional technical competencies, in addition to the gender technical skills and experience outlined above:
    • Excellent professional written skills in English (French, Spanish and Arabic desired).
    • Basic financial literacy / budget management.
    • Basic social media acumen.
    • Strong networking, connecting and relationship building skills.
    • Knowledge and relationships across the CARE global network (Country Offices; Regions, HQ, CMPs, CI) is a plus.
