– Enhanced understanding of the country’s gender statistics stakeholders on data gaps in their National Statistical System and innovative way needed

Duties and Responsibilities
ECA and Data2X have developed a project aiming to establish a network of gender data focal points in selected African countries that will support the production and use of quality gender data as well as enable better use of this data for policy decision-making to improve lives. The network will consist of representative from National Statistical Offices and key line ministries using gender data and statistics for decision-making at national level. The project is implemented within the framework of the African programme on gender statistics (APGS) that is a regional programme comprising all activities in gender statistics undertaken by various stakeholder. The main objective of the APGS is to (i) Increase the availability of quality, timely and comparable gender statistics at the national, regional and international levels; (ii) Bring all efforts aiming to improve gender statistics in Africa under one umbrella programme; and (iii) Make best use of scarce resources.
Based on this background, ECA and Data2X are proposing to hire a Consultant with knowledge of statistics, including gender statistics to support the implementation of the project activities. The consultant will assist the Network Coordinator in the implementation of activities of the project of the Network of Gender Data Focal Points. She/he will also support the statistical work of the African centre of Statistics (ACS) of ECA, including gender statistics and Civil registration and vital statistics
Duties of the Consultant
This Consultant position is located in Demographic and Social Statistics Division of the African Centre for Statistics (ACS), United Nations Economic Commission for Africa (ECA). The Consultant reports to the gender statistics specialist of ACS that is also the coordinator of the project of the Network of Gender Data Focal Points and the African programme on gender statistics.
In this respect, Under the direct supervision of the Chief of Demographic and Social Statistics section in the African Centre for Statistics (ACS), The Consultant will perform the following tasks:
– Assist in the planning, supervision and implementation of the work of the project of the Network of Gender Data Focal Points;
– Prepare and produce strategic report and synthesis reports as necessary, including producing monthly update reports according to the grant agreement and stay in regular contact with staff providing oversight at Data2X; network participants on a regular basis;
– Connect members with opportunities for training, technical assistance or enhanced learning;
– Prepare various outputs as deemed appropriate by network members and partners.
– Assist in the management and animation of the network Central Online Platform on gender statistics,
– Perform other tasks related to strengthening of data, including gender data on the continent as need arises;
– Initiate and supports the preparation, facilitation and servicing of meetings and workshops of the project, including reports drafting;
– Performs other duties of ACS as assigned, including planning, organization and implementation of the work of the section/division assigned.
Qualifications/special skills
Advanced university degree in statistics, demography, Economics, gender statistics or related fields is required. A first level university degree in a combination of additional two years of qualifying experience may be accepted in lieu of the master’s degree.
A minimum of 5 years of experience in research, data analysis, and training required.
Languages
English and French are the working languages of the UN Secretariat. For this consultancy, fluency in English is required. Knowledge of the other is an advantage.
