Gender Equality and Social Inclusion (GESI) Senior Associate (Re-advertised)
Funded by the Canadian Government through the NDC Partnership and in collaboration with the Government of Rwanda, through the Ministry of Environment (MoE) and the Rwanda Environmental Management Authority (REMA); GGGI is implementing a project to mainstream gender equality and social inclusion (GESI) within its Nationally Determined Contributions (NDCs).
The Government of Rwanda is committed to achieving gender equality and social inclusion (GESI) within its Nationally Determined Contributions (NDCs) as part of its climate resilience and low-carbon development agenda. Rwanda’s NDCs cover critical sectors including energy, agriculture, water resources, forestry, and waste management, each requiring a GESI-responsive approach to ensure equitable benefits for all population groups, especially women, youth, and vulnerable groups.
In this context, GGGI seeks to engage a GESI Senior Associate to conduct a comprehensive GESI assessment, develop actionable recommendations for mainstreaming GESI across the NDC sectors, and review the current Environment and Natural Resources (ENR) and Climate Change (CC) GESI Strategy.
POSITION SUMMARY
The overall objective of this assignment is to strengthen the integration of GESI within Rwanda’s NDCs by conducting a GESI assessment of critical sectors, developing key actions and measurable indicators for GESI mainstreaming, and updating the ENR and CC GESI Strategy in alignment with national priorities and international best practices.

PURPOSE
The GESI Senior Associate will be responsible for the following tasks:
- Conduct assessments in critical sectors (especially those reflected in the NDC’s) to identify gaps, challenges, and opportunities for GESI mainstreaming
- Develop actionable, sector-specific strategies to integrate GESI into NDCs
- Design SMART (Specific, Measurable, Achievable, Relevant, Time-bound) indicators to track and report on the effectiveness of GESI initiatives within key sectors
- Review and update the ENR and CC GESI Strategy to align with NDC priorities and foster inclusive climate action
- Facilitate training, awareness sessions, and create knowledge products to promote GESI mainstreaming and capacity building
Detailed activities building into these tasks will be discussed with the successful candidate during the onboarding process.
ENGAGEMENT
- The GESI Senior Associate will work closely with the Adaptation and Green Cities Lead and report to the Country Representative in the GGGI Rwanda Country Program with frequent engaging with the GGGI Climate Action and Inclusive Development unit (CAID) in headquarters
- Work closely with key sectoral ministries and institutions, development partners, and local stakeholders to ensure alignment with Rwanda’s NDCs and national GESI priorities.
- Promote and maintain engagement with relevant stakeholders at the national and subnational levels to promote GGGI’s visibility and leadership in GESI and green growth-related matters.
DELIVERY
- Deliver high quality project outputs on time and within budget that meet project objectives, donor requirements and government requirements.
- Quickly absorb and apply sufficient technical knowledge on GESI mainstreaming concepts, requirements, frameworks and approaches.
- Ensure that experiences and best practices are documented and shared across relevant sectors in Rwanda and GGGI.
- Plan and co-deliver capacity building events that introduce GESI mainstreaming concepts and options to key government and other stakeholders.
- Support the design GESI Index and Simulation Tool.
- Provide suitable basic and short training on gender and GESI to the Rwanda Team and stakeholders.
REQUIREMENTS
QUALIFICATIONS
- Advanced degree in Gender Studies, Social Development, Environmental Studies, or related fields.
- At least 7 years of experience in gender and social inclusion, particularly within the context of climate change, natural resources, or sustainable development.
- Proven experience in conducting sectoral GESI assessments, developing mainstreaming strategies, and designing monitoring indicators.
- Familiarity with Rwanda’s policy and institutional frameworks for climate action and sustainable development.
- Proven experience working with government and international organizations.
- Excellent interpersonal and facilitation skills, with demonstrated ability to engage and communicate with a diverse range of stakeholders.
- Experience in organizing consultations, focus groups, validation meetings, workshops and capacity building events.

WORKING CONDITIONS
The Senior Associate is an X7 grade level in GGGI’s national salary scale, details of which can be found in the GGGI Staff Rules on GGGI’s website. In addition, GGGI provides 27 days of annual leave, flexible work arrangements and contribution towards private health insurance that covers dental and vision. This is a national position and does not include relocation benefits.
The initial appointment is for 12 months, renewable subject to satisfactory performance and budget availability. GGGI is committed to providing a work environment that is sufficiently flexible to accommodate diverse life-cycle challenges and assist Staff members to achieve a better balance between work commitments and personal and family commitments, including repercussions of post-COVID conditions, thus ensuring high performance, long-term productivity and well-being of Staff members.
