Gender, Equity, and Social Inclusion Advisor – USAID Feed the Future Aquaculture Development Activity

Position Summary Winrock is recruiting a full-time GESI Advisor for the anticipated five-year U.S. Agency for International Development (USAID) Feed the Future Aquaculture Development Activity in Bangladesh. The program will implement activities in Khulna and Barisal divisions in coordination with a wide range of stakeholders (national and local governments, private sector, communities, and civil society organizations) to increase aquaculture productivity for better income and nutrition of rural households by adopting technologies and improved management practices on aquaculture; strengthening market linkages by engaging market actors; and adoption of nutrition related behaviors for better consumption of fish products. The Gender, Equality, & Social Inclusion (GESI) Advisor will provide technical guidance related to gender and inclusion-responsive programming for women, youth, and other vulnerable populations under the FTF Aquaculture Development Activity.
ESSENTIAL RESPONSIBILITIES:
Design and conduct the project’s GESI Analysis within the first year of the project. Lead the design and implementation of the project’s GESI Action Plan/strategy and related activities based on the findings from the GESI Analysis, ensuring that all project activities and approaches are at a minimum gender and inclusion-responsive Regularly report on and update the GESI action plan/strategy Work closely with the technical team to ensure gender and inclusion-responsive activities are integrated into project activities and reflected in annual workplans Collaborate with experts, project participants, community leaders, public and private sector actors, and other key stakeholders to design and carry out gender and inclusion-responsive activities (e.g., trainings) that address identified capacity needs in the aquaculture sector Facilitate a process of ongoing learning around gender equity and social inclusion with project staff, partners, and participants. Ensure inclusion of the youth and people living with disability in project activities in order to increase their access to self-employment. Advocate for the involvement of women and youth in leadership positions within the project. Serve as a resource and mentor to project and partner staff on GESI (e.g., conduct training sessions and refresher workshops on GESI issues, principles, and opportunities). Organize meetings and workshops with community leaders, project partners and participants to share and disseminate GESI lessons learned, and best practices identified through project implementation. Serve as the project’s GESI subject matter expert in relevant national working groups and/or platforms. Other duties as assigned.
Minimum Qualifications Education: Bachelor’s degree in international development, education, gender and inclusion, sociology, or related fields. Experience: Minimum of 6 years progressive experience in gender and social inclusion programming, such as youth and female empowerment, inclusion of persons with disabilities and minority populations. Strong demonstrated experience in GESI analysis and assessment. Experience supporting the integration of GESI considerations in MEL. Strong familiarity with USAID GESI requirements (including ADS 205). Strong demonstrated experience in the development of GESI learning tools (e.g., training manuals; job aids). Strong demonstrated experience in GESI training and facilitation. Strong demonstrated experience in the design of GESI-responsive programming, ideally Aquaculture or other Agriculture related projects. Strong understanding of issues faced by women and marginalized populations related to the aquaculture sector. Experience in conducting assessments, monitoring and evaluation, strong analysis and writing reports. Direct experience in Bangladesh is required. Previous experience working on USAID or USDA projects preferred. Skills: Commitment to the principles of inclusive approaches to programming that encourages full participation of individuals regardless of gender, disability, status, ethnicity, religion, sexual orientation, gender identity or other marginalized status. Strong communication, writing, and public speaking skills. Strong analytical skills. Demonstrated understanding of and experience applying an intersectional lens programmatically. Cultural sensitivity and adaptability. Strong management, communication, and negotiation skills with ability to coordinate and liaise with multiple partners and stakeholders to collect and share data.
