POSITION TITLE: Gender, Equity and Social Inclusion (GESI) Specialist

LOCATION: Dhaka, Bangladesh UNIT: Forest and Natural Resource Management (FNRM)

REPORTS TO: Chief of Party (COP) Winrock International works with people around the world to increase economic opportunity, sustain natural resources, and protect the environment. Winrock is seeking a full-time GESI Specialist to support a dynamic team to implement an anticipated USAID-funded project aimed at improving the enabling environment for climate resilience and net-zero pathways in Bangladesh. The GESI Specialist will work across all program areas to ensure that context-specific strategies are wholistically integrated to ensure the participation in and benefit from program activities by marginalized and vulnerable populations. This position is contingent on receipt of donor funding. This position will be based in Dhaka, Bangladesh. The anticipated five-year U.S. Agency for International Development (USAID) funded Enabling Environment for Climate Resilience Activity will support creating a policy environment and governance structure favorable for transformational changes in key systems aiming at net-zero emissions and climate-resilient Bangladesh. The activity aims to create long-term systemic shifts in Bangladesh’s climate resilience through interventions such as catalyzing the policy landscape, transforming the economic system, and enhancing governance.

ESSENTIAL RESPONSIBLITIES: Lead team in developing GESI strategy and implementing high-impact gender equality and social inclusion activities across the activity; Lead and develop appropriate tools and methods to mainstream GESI strategy across activity’s objectives; Work with MEL team to ensure that GESI concerns are reflected in the MEL plan and framework. Ensure gender sensitive performance indicators are in place and GESI outcomes are measured throughout the life of the project; Develop and regularly update the project’s GESI Action Plan and activity-specific guidelines on the incorporation of GESI principles; Review activity plans and outputs to inform improved GESI mainstreaming in activity planning and implementation; Lead the design and implementation of continuous, context specific GESI analysis as well as the integration of learnings into the project’s GESI policy, principles, and strategy; Advise and mentor staff and conduct gender-awareness training sessions and refresher workshops f, focusing on gender-based constraints and opportunities in the different regions and GESI integration in climate change mitigation and adaptation interventions; Visit site-level offices and selected communities to gain adequate knowledge of opportunities and constraints, and monitor, support, and supervise gender integration activities; Collaborate with the technical team on ensuring technical assistance, grants and capacity strengthening are inclusive; Work with the Communications Manager to integrate gender content into communication materials; Provide monthly updates, and assist in compiling gender-related highlights and “success stories” for technical reports; Complete other tasks as assigned by supervisor(s).

QUALIFICATIONS/EXPERIENCE/EXPERTISE:

Bachelor’s degree in gender studies, international development/affairs, human rights, sociology, or other related field required, advance degree preferred. 10+ years of experience on gender equity and social inclusion, women’s and youth empowerment and working with marginalized populations Strong understanding of issues faced by marginalized populations related to climate change and natural resource management Professional experience working on climate change mitigation and adaptation projects is preferred Cultural awareness and knowledge of the Bangladesh context Experience working with USAID funded projects is an advantage Ability to work in a team, including effectively contributing to joint planning and implementation of trainings, workshops, and other program activities Excellent organizational skills Fluent in written and spoken English and Bangla Winrock is an equal opportunity employer.
