NORCAP is the Norwegian Refugee Council’s expert deployment mechanism. We strengthen international and local partners’ capacity to prevent, prepare for, respond to, and recover from crisis. We do this through the work of our colleagues on assignment with UN agencies, humanitarian organisations, development actors and national stakeholders to save lives, build resilient communities, ensure peaceful transitions from conflict, and promote sustainable governance.

This is an opportunity to join NORCAPs Gender expertise pool. This recruitment will contribute to building the NORCAP talent pool increasing NORCAP’s capacity to respond to partners’ requests for experts on gender.

Being a member of NORCAP’s expert pool means that you can be offered several assignments within your area of expertise in different contexts. Deployments normally last 6 and/or 12 months. You will have the opportunity to connect with many experienced colleagues across technical areas and participate in communities of practice. The deployments are worldwide dependant on the particular mission and needs.

This is an English-speaking role and to be eligible to apply, you must be fluent in English (written and verbal). In addition; French, Spanish, or Arabic is an advantage.

The Gender Expert role is to support Gender mainstreaming and contextualize gender tools across technical areas.  Gender experts are typically responsible for ensuring that agency programming adequately address and mitigate gender and disability inequalities. This includes engaging with and promoting the voices of affected people, the inclusion of women and girls, people living with disabilities, the elderly, and people with different sexual orientation.

Below are examples of duties and responsibilities you can expect to perform/have when on assignment. Kindly note that each duty and responsibility are subject to modification, based on the partner’s or programme’s needs.

Main Responsibilities:

  • Provide direct technical assistance and guidance on women’s economic empowerment to the program and its delivery partners.
  • Support the development of tools, systems, processes and approaches that continuously improve technical excellence and impact in the area of transformative approaches to women’s economic empowerment.
  • Lead, coordinate, support, and/or conduct gender and power analyses, effectiveness and efficacy studies, appraisal, evaluation and needs assessments as required by the program.
  • Assist with quantitative/qualitative assessments in targeted communities to assess effectiveness of interventions and impact.
  • Advocate the collection and analysis of sex- and age-disaggregated data, and ensure that this data informs policies and strategies.
  • Support delivery partners to understand the role of gender equality and women’s economic empowerment for the program impact groups.
  • Ensure gender equality and women’s economic empowerment criteria are well integrated into market-systems approaches.
  • Work closely with other technical specialists to integrate gender across all program components.
  • Facilitate and support a strong learning and knowledge sharing community around gender-transformative practices amongst delivery partners.
  • Represent work being done in gender-transformation and women’s economic empowerment under the Program in relevant internal and external forums.

Qualifications, Experience and skills:

  • Master’s degree (or equivalent) in a social science, humanities, public health, community health, international relations, international law, human rights, legal advice as it relates to gender, other development-related fields, or specialised studies.
  • A minimum of 5 years international humanitarian field experience working on gender as a thematic area, of which 3 are at the international level.
  • Awareness and demonstrable knowledge of how gender manifests in humanitarian settings and ability to describe context-specific prevention, mitigation, and response actions.
  • Experience designing and managing gender programming.
  • Experience in utilising the following international tools such as Gender and Age Marker (GAM) and other gender analysis tools.
  • Demonstrable knowledge of humanitarian emergency operations, including the Cluster System and Humanitarian Programme Cycle, and roles/responsibilities of key humanitarian actors.
  • Knowledge and understanding of the complexity related to refugee and Internally Displaced People (IDPs) situations.
  • Excellent computer skills in Microsoft Office.
