World Vision Uganda (WVU) is a Christian relief, development and advocacy non-government organisation dedicated to working with children, families and communities to overcome poverty and injustice. We currently work in 43 districts and have 48 Area Programmes implementing projects in health & nutrition, water, sanitation & hygiene (WASH), livelihoods & resilience, education and child protection. World Vision (WV) is committed to the protection of children and adult beneficiaries from exploitation and abuse and will not employ people whose background is not suitable for working with these beneficiaries. Position:         Gender & Protection Officer

Report to:       Area Manager

Location:        Lamwo District

Purpose of the position:

 

The Gender and Protection Officer will provide overall strategic leadership and oversight on the project, gender and protection interventions. The job holder will provide technical support in relation to relevant gender standards; mainstream gender and protection in livelihood and principles as well as the prevention of sexual exploitation and abuse/code of conduct. The job holder will contribute to enhancing self-protective capacity and well-being of targeted communities through creating awareness of gender inequality norms and practices, engaging role models become change agents to support other households overcome gender-based inequalities, supporting women gain knowledge and confidence through self-help groups and peer-learning and advocating for improvement of gender related bylaws.

 

Key Outputs/Responsibilities.

 

Program Implementation and Management

  • Capacity building of key stakeholders on protection, Gender and disability
  • Train community structures on mainstreaming of gender and protection in livelihood interventions.
  • Conduct capacity building trainings for saving groups and community-based structures in thematic topics and implementation of minimum standards and various gender related SOPs.
  • Provide day-to-day technical support to saving groups and community structures to create awareness of gender inequality norms and practices.
  • Engage role models become change agents to support other households to overcome gender-based inequalities,
  • Support women gain knowledge and confidence through self-help groups and peer-learning
  • advocate for improvement of gender related bylaws
  • Coordinate and monitor all project activities at the field level, ensuring quality implementation and achievements of results by the partners with the lead of focal points.
  • Undertake field monitoring visits and provide technical support to saving groups.
  • In case of delays and concerns relating to implementation, raise red flags to the line manager.
  • Ensure transparent targeting of livelihood beneficiaries and consideration of gender, disability inclusion and conflict- sensitivity.
  • Participate in internal and external trainings, as requested by the Project Coordinator.
  • Any other gender and protection activities as assigned by the supervisor.
  • Participants have knowledge and skills in prevention and responding to protection cases within Palabek settlement.
  • Ensure component budget is implemented on time, on track, on target.

 

Stakeholders Engagement, Networking and Collaboration

  • Work in liaison with relevant local government departments, agencies, ministries, CSOs, and private sector to influence and lobby gender responsive policies and bylaws.
  • Participate in district, settlement and national level sector working group meetings, networks, forums and campaigns related to Gender and Disability inclusion components.
  • Establish and strengthen partnership and collaboration for effective Gender and Disability inclusion at district, settlement and national levels.
  • Coordinate and ensure implementation of minimum standards on gender and disability are adhered in project interventions and throughout the project cycle.
  • Proactively represent WVU in stakeholder coordination meetings and solicit the participation of project participants in all activities where appropriate and as directed by the line manager.
  • Foster ongoing positive cooperation with stakeholders and forge working collaborations to influence like-minded organizations and individuals to realize gender transformative change.
  • Participate in quarterly review meetings to reflect on approaches, tools, impact of interventions, best practices, exit and sustainability strategies as well as create opportunities for action-learning
  • Ensures stronger coordination with protection partners in programming, promoting accountability, partnership and lobbying for funds.
  • Effective working relationships with key external sources of technical expertise for capacity building.
  • Improved social services for project participants

 

Documentation, reporting and knowledge management of gender related activities

  • Participate in data collection including baseline, midterm and endline assessment, monitoring and cross sectoral learning.
  • Develop, publish and document evidence of project impact for gender mainstreaming.
  • Contribute and share knowledge, information and best practices and lessons learnt on gender interventions to ensure quality programming.
  • Ensure preparation and review of monthly, quarterly and annual progress reports, and special reports requiring technical input and any other reports when necessary to his/her supervisor in a timely manner.
  • Work closely with Project Coordinator to prepare realistic annual and quarterly work plans.
  • Support Annual review of progress towards project objectives.
  • Take lead in documentation and sharing of Impact/success stories and best practices to promote learning.
  • Projects progress is tracked and projects are implemented to a high technical standard with a focus on achieving impact.
  • Project reports submitted to donor on time with change stories.

 

Child Protection and Wellbeing

  • Monitor the wellbeing and child abuse cases and report any incidents in line with child protection policy and guidelines
  • Work with local leaders to protect children from child violations and abuses
  • Sensitize children including most vulnerable parents and other stakeholders about children’s rights and responsibilities.
  • Child protection integrated into livelihoods interventions to ensure child safety and reduce/ eliminate child abuse and exploitation among all stakeholders.

 

Qualifications: Education/Knowledge/Technical Skills and Experience.

  • Minimum of Bachelors in Gender Studies, Social Work, Development Studies, Social Sciences, Human Rights or any other relevant field.
  • This position requires at least 3 years of experience working in gender development programming, preferably in fragile contexts. Familiarity with key international standards for humanitarian work (e.g. CP Minimum Standards, Red Cross and Red Crescent Code of Conduct, SPHERE, and the Humanitarian Accountability Partnership (HAP) Standard, etc.)
  • Experience having work in a similar context is desirable
  • Experience in providing trainings and building capacity of staff would be an advantage.
  • Ability to maintain confidentiality, and prioritize the safety and dignity of beneficiaries at all times;
  • Computer Literacy (Microsoft Word, Excel and PowerPoint).
  • Excellent interpersonal and problem-solving skills, creativity and flexibility.
  • Comfortable in a multi-cultural environment, flexible and able to handle pressure well.
  • Flexibility in working overtime when needed;
  • Track record demonstrating high integrity, innovativeness, creativity, reliability and dependable
  • Team player, Self-motivator, able to work with limited supervision;
  • Ability to ride a motorcycle with valid driving/riding license
  • Effective in written and verbal communication in English. Ability to communicate in applicable local language(s) is an added advantage
  • Must be ready to work in a multi-cultural environment and have the ability to maintain performance expectations in the diverse cultural context, psychologically stressful environments and physical hardship conditions with limited resources.
  • Possess the ability to work with different partners, local authorities, local organizations and NGOs, to develop and maintain positive relationships.
  • Ability to exhibit exemplary lifestyle as interpreted in specific local cultural context.
  • Be emotionally mature with physical stamina.
  • Position is based in a field office and requires ability and willingness to travel within the region up to 100% of the time.
