I. JOB SUMMARY :

The Gender Specialist for Projects in Women’s Economic Justice (WEJ) unit will lead the efforts of different projects towards quality, and inclusion through capacity building, strategy development, and advocacy. She/He will be responsible for building the project staff’s and the government partners’ capacity in understanding and applying gender and other empowerment approaches, tools, and best practices. It is envisioned that this will first be achieved through a hands-on approach that will require outstanding skills in planning and facilitation of training workshops, coaching, and mentoring, and an ability to influence and facilitate change through high-level interpersonal and communication skills. The Gender Specialist will report directly to WEJ’s Sr. Gender and Policy Advisor and will work closely with other project managers and staff to ensure program quality and impact in line with the projects’ goals and objectives. RESPONSIBILITIES AND TASKS :

Job Responsibility #1: Analysis and implementation of Strategies, Reporting Conducts continuous assessment and analysis of the projects’ gender, life skills, and other gaps to regularly feed into strategy revisions. Leads the implementation of the project’s gender strategy and capacity building in WEJ. Participates in the project’s detailed implementation plans (DIP), at the start-up, annual and mid-term reviews to ensure gender-responsive project planning. Supports definition of areas (and appropriate methodologies) for project’s engagement in all facets of gender, and other capacity-building Facilitates the adoption and implementation of gender, life skills, and other guidelines, manuals, international standards, and donor protocols into the local context. Facilitate the reviews of government and factory related policies, procedures, guidelines, tools, from gender perspective Together with Sr. Gender and Policy Advisor and other staff, ensures project and organizational aspects of gender and implements adequate improvement plans. % of Time: 40 % Job Responsibility #2 Capacity Building and Technical Assistance: Builds staff and key partners’ capacity on gender and community service-focused program quality Conduct capacity assessment and based on the results, prepare plans pertinent to the findings in the gender lens. Participate in the development of materials and facilitation of training for partners and staff on gender, life skills, sexual harassment prevention packages, factory and community service-specific initiatives. Develops and implements follow-up coaching plans to sustain staff expertise and commitment to applying new skills. Works with the relevant government structures and factories to facilitate gender and community service-related activities and monitoring in the operational areas.

 

Facilitate the organization of committees and technical groups in government structures and factories for gender related initiatives Participate in the designs of gender and community service assessments, build the capacity of enumerators to have gender lens, analyze results, and write reports. Designs and supports officers and community facilitators to promote appropriate community mobilization strategies around gender and community service provision. Documents and shares lessons/results of gender, life skills, dignified work, and community service work and strategies in projects Develop, adopt and review gender and life skills related advocacy materials, training tools and assessment guides for the unit Coordinate staff to organize campaigns, collaborative workshops, and advocacy programs to scale up projects’ impact % of Time: 35% Job Responsibility #3: Learning, Networking and Representation Keeps up to date with developments in gender and community service and factory level initiatives, including best practice in-country, regionally, and globally, and ensure ongoing personal development and learning.

 

Explores and participates in networks, gender, and community service task forces at the regional, and local levels. Supports the documentation and use of project gender and community service learning into evidence-based policy influence, Identifies, establishes, and maintains productive relationships with like-minded non-government organizations and government stakeholders. Disseminate information regarding the project’s gender and community service advocacy work accomplishments among stakeholders, including the government on a regular basis. Organizes and participates in supportive supervisions and cross-visits. Together with the Learning Design and Measurement (LDM) staff, support the effort to measure impact considering gender and other inclusion issues. Document lessons learned best practices, and success stories on gender and community services of projects in collaboration with LDM and other projects’ staff. Represent projects and CARE on different platforms regarding gender and community service initiatives. % of Time: 20% Job Responsibility #4: Others: Perform other duties as assigned. % of Time: 5%

IIV. QUALIFICATIONS (KNOW-HOW) A) EDUCATION/TRAINING

Required: BSc/A in relevant disciplines i.e. Social Science, Gender Studies, Development Studies, Rural Development, or other related studies Desired: Professional training in gender

B) EXPERIENCE Required: 4-5 years of work experience in extensive experience in private sector engagement, dignified work in factory settings (primarily in textile and garment industries), and inclusive governance, with a focus on collaboration with federal ministerial offices. Proficient in developmental areas, including adult learning and training methodologies, with practical experience in women’s rights, life skills and livelihoods programming. Skilled in gender analysis, training, and mainstreaming initiatives. Desired: NGO experience

C) TECHNICAL SKILLS Required: Firm belief in teamwork, gender equality, transparent and participatory management Sensitivity to different aspects of diversity (cultural, religious, economic, disability) Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies. Training/facilitation skills Writing skills (for report), proficiency in oral and written English Computer literacy in MS Word, Spreadsheet, Microsoft PowerPoint, canva or other graphic designing tools, etc Desired: Project Design, Monitoring and Evaluation Quantitative and qualitative data analysis skills Action learning/research methodologies Gender analysis, interpretation, and mainstreaming

V CONTACTS/KEY RELATIONSHIPS WEJ’s Gender Specialist is expected to build partnering/service provision relationships with different project managers, grassroots staff, project officers, and partners to smoothly run gender, life skills, and community service activities for different projects. She/He will work in close collaboration with Sr. Gender and Policy Advisor and Project Managers. The Gender Specialist is directly supervised by the Sr. Gender and Policy Advisor.

VI. LIVING CONDITIONS (FOR OVERSEAS POSITIONS) AND LEVEL OF TRAVEL REQUIRED. This position is based in Addis Ababa with 50% travel to the target community.
