Result of Service
– Reporting to the Head, Gender Section within the Protection Division, the consultant will support GBV project implementation and coordination including through community engagement, strengthening internal mechanisms to coordinate GBV prevention and response services, and providing gender-related analyses and technical support.
– This position will support the development, planning, implementation and monitoring of gender related projects and activities under a cross-sectoral and cross-field office GBV project within UNRWA’s Protection Division.

Expected duration
The duration of the consultancy is 4 months from the start date. Remuneration will be calculated for a total payment of $25,960.000. Payment will be made in 4 instalments.
Duties and Responsibilities
– Support the development, planning, implementation and monitoring of gender related projects and activities.
– Ensure the timely, effective and quality implementation of gender focused projects activities in close coordination with relevant UNRWA Departments and five field offices.
– Systematically develop the capacity of UNRWA frontline staff in preventing, mitigating, and responding to GBV, by developing training plans, preparing guidance and training materials, and facilitating training sessions.
– Provide technical guidance on GBV case management and safe internal and external referrals, including supporting the roll-out of relevant technical instructions.
– Lead on the strengthening of referral pathways for GBV in all UNRWA field offices in line with the Inter-Agency Minimum Standards for GBV in Emergencies Programming.
– Provide support for community engagement and consultation efforts on gender issues at the
field level, including identifying effective strategies to engage men and boys.
– Contribute to establishing, and participate in, existing UNRWA coordination mechanisms on protection and gender; assist relevant UNRWA Departments to strengthen engagement with inter-agency coordination mechanisms.
– Support the planning and implementation of awareness-raising activities and communications to sensitize UNRWA staff on gender topics, with greater focus on GBV.
– Collaborate in the development of the project monitoring and evaluation (M&E) strategy and ensure its implementation through the monitoring of program activities and timely reporting on progress.
– Record gender related information and trends from internal and external source and support
the strengthening of data collection, analysis and reporting on gender related matters and, where relevant, provide inputs on the drafting of communication and advocacy materials.
– Perform other duties as may be assigned by the supervisor.
Qualifications/special skills
– Advance university degree from an accredited educational institution in Social Sciences, project management or a related field.
– At least 5 years of experience in humanitarian contexts and with a focus on gender and GBV.
– Serving as an international staff member in the UN Common System, at least
two continuous years of relevant international experience outside UNRWA, and outside the country(s) of citizenship is required.
