POSITION TITLE: GESI OFFICER LOCATION: Dhaka, Bangladesh PROJECT: USAID ClimAct Activity GROUP: Environment and Energy REPORTS TO: GESI Lead BACKGROUND: The United States Agency for International Development (USAID) funded ClimAct Project is a 5-year Project that aims to generate systematic and transformative change for Bangladesh’s transition to net-zero, climate resilient Development. The Project is implemented by Winrock International and will work closely with the Ministry of Environment, Forest and Climate Change (MoEFCC) and other Ministries, Government Entities, Private Sector and Financial Institutions, NGOs, CSOs, Academic and Research Organizations, Youth Networks and Local Government Institutions (both Urban and Rural). Winrock International is recruiting a GESI Officer to lead the implementation of gender, equity, and social inclusion (GESI) strategies and the GESI Action Plan. The ideal candidate will possess a strong knowledge of GESI principles and practices, excellent analytical and problem-solving skills, strong leadership and coordination abilities, and the capacity to work effectively with diverse teams and stakeholders. The GESI Officer will commit to gender equality and social inclusion to promote net-zero emissions and climate resilience in Bangladesh. The role requires strong technical expertise, communication skills, and a commitment to gender equality and social inclusion to promote net-zero emissions and climate resilience in Bangladesh. The GESI Officer will report to the GESI Lead.
ESSENTIAL RESPONSIBILITIES: Provide technical input in mainstreaming GESI: Ensure the integration of the GESI plan into the overall project implementation Ensure that GESI considerations are integrated into project monitoring and evaluation frameworks Conduct or oversee research studies and assessments to identify GESI gaps, challenges, and opportunities. Analyze research studies and assessment data and generate insights. Capacity Development and Knowledge Management: Develop and disseminate GESI guidelines, tools, and resources Develop, adapt, or review GESI training courses, SBC materials and guidelines Provide technical assistance and training to partners, grantees, and stakeholders Facilitate knowledge exchange and learning opportunities Provide mentorship and coaching to GESI focal points Partner Management and Coordination Coordinate with partners to ensure effective implementation of the action plan Build and maintain strong relationships with government agencies, NGOs, civil society organizations, and the private sector to advocate for gender-responsive policies and practices, and investment Develop TOR/SOW and coordinate with external firms or consultants to conduct specific research tasks Monitoring, Evaluation, and Reporting: Monitor and evaluate the effectiveness of GESI interventions Track and monitor GESI progress and outcomes considering indicators. Prepare regular reports on GESI progress, achievements, lessons learn, and challenges Conduct periodic evaluations of GESI activities
QUALIFICATIONS: Education: Master’s degree in social sciences, development studies, or a related field. Certification in GESI, gender analysis, or related fields is preferred. Experiences: Minimum of 7 years of professional experience in gender, equity, and social inclusion (GESI) programming, particularly in the context of USAID programs in Bangladesh. Previous experience working with NGOs, public, or international donor organizations. Proven experience in networking and advocacy with government agencies, NGOs, civil society organizations, and the private sector to build strong partnerships and coalitions. Experience in facilitation, presentation, moderation, and documentation. Experience in conducting research, data analysis, and report writing. Experience in project planning, implementation, monitoring, and evaluation. Knowledge and Skills: Strong understanding of GESI concepts, frameworks, approaches, and methodologies, with a focus on climate change adaptation and mitigation and their intersection with gender and social inclusion. Proficiency in writing clear and concise reports, case studies, and other need-based documentation. Excellent interpersonal and communication skills, both written and verbal, in English. Strong organizational and time management skills, with the ability to work independently and as part of a team. Proficiency in Microsoft Office Suite and relevant data analysis tools. Strong cultural sensitivity and adaptability to work in diverse contexts. Ability to build and maintain strong relationships with stakeholders at various levels.
