One of CAID’s projects that aims to support knowledge sharing is the Green Growth Performance Measurement (GGPM) Project. The GGPM has two interlinked components – the Green Growth Index and the Simulation Tool. This consultancy is related to both Index and Tool. The Simulation Tool is designed to allow users to enhance their knowledge of how countries’ green growth performance can be influenced by different policy options within these dimensions. The Green Growth Index and Simulation Tool are integrated approaches, so the validity of the underlying models and assumptions of the latter depends on the policy relevance of indicators that frame the former. The Index serves to benchmark countries’ green growth performance through a common set of variables based on publicly available and credible data. Because the Index is based on a robust sustainability framework, it can highlight achievements of many relevant Sustainable Development Goals (SDGs) that are linked to green growth. This consultancy will support various deliverables in the GGPM in 2024, including support for the preparation of technical reports and peer-reviewed articles on the Index and Tool and a review of literature on methods to link the Index to the Simulation Tool.

The consultant for this assignment will contribute to the preparation of technical reports and articles on the application of the Simulation Tool in case study countries. He/She will be hired by GGGI and report to the GGPM project manager.

OBJECTIVES / PURPOSE OF THE ASSIGNMENT

The consultant’s assignment will include various tasks that will contribute to the successful and timely delivery of the outputs of the GGPM in 2024, which include:

1. Literature review on relevant models and/or models that will link policy and investment scenarios to the green growth indicators of the Simulation Tool, particularly those relating to material use, water, and waste circular economy

2. Modify and adapt the models to the requirement of the Simulation Tool and present them in flow diagrams, which can be translated into Python codes

3. Prepare a draft article on the application of the Simulation Tool in one of the case study countries (co-authored with the GGPM team) to serve as input to the technical report on the Simulation Tool

SCOPE OF WORK

This is an individual consultancy assignment to support the GGPM team in GGGI headquarters in preparing the technical reports and articles on the Green Growth Index and Simulation Tool.

The assignments will be completed, and the final outcomes will be delivered to the GGGI as follows. Payment will be made upon the completion of all deliverables (in no particular order).

Qualifications/Experience/Expertise

  • At least a Bachelor’s degree in relevant environmental fields such as resource economics, development economics, environmental science, engineering, social science, human ecology/geography, etc.
  • At least 2 years of experience with a demonstrated track record in analytical and technical research work (both qualitative and quantitative) on topics related to green growth/economy, climate resilience, and sustainable water use.
  • Experience crafting policy-relevant recommendations from technical work and drafting analytical/technical reports in English is necessary.
  • Experience in a systematic review of scientific literature on concepts and methods related to green growth, climate change, and/or sustainable development is necessary.
  • Experience in using/developing models using R and/or Python software is necessary.
  • Experience working with international organizations and/or research/academic institutions is highly desirable.
  • Ability to deliver very good quality draft reports in a short period of time is important.
  • Fluency in spoken and written English is required.
