I. MSF INTERNATIONAL
Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation.
MSF International is the legal entity that binds together MSF’s 28 Institutional Members of which 24 sections, and other offices such as Branch Offices and Satellites. Based in Geneva, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.
II. POSITION BACKGROUND
In 2023, the MSF workforce was composed of more than 69,000 individuals working in programmes, as locally employed or internationally mobile staff, and at headquarter level in support functions in MSF entities across the movement.
Today, all functions in MSF projects are included in a common “Field Function Grid” (IRFFG). An intersectional platform of HR technical referents is responsible to maintain this common function grid and ensure the consistent evaluation of new functions using Hay methodology.
MSF Headquarters, Partner Sections, Branch Offices and Regional Entities still use local function grids and different methodologies to grade positions that are not aligned to the Field Function Grid. This means MSF has different definitions of jobs, function requirements and different grading structures resulting in inconsistent valuing of work across the organisation.
This hinders the set-up of intersectional initiatives and staff mobility. It also leads to unequal treatment and a lack of transparency around career paths for MSF staff.
MSF is in the process of extensively updating rewards policies and tools for its global workforce, recognising that the existing policies and practices do not match our ambition for a diverse global workforce and do not fully support evolving operational and organisational needs. This process is known as the Rewards Review and it includes the development and implementation of a common system for the grading of HQ and field positions, known as the Global Grading Framework.
The Global Grading Implementation Referent will support the Global Grading Framework as it moves into the next phase of the project, the mapping process. This involves the mapping existing roles in MSF onto the Global Grading Framework, which has now been prepared, and preparing for its implementation.
III. PLACE IN THE ORGANISATION
The Global Grading Implementation Referent will be a member of the International HR (IHR) Team, which is part of MSF International. This team is made up of around 15 people working on different aspects of HR policy and support who are based in different MSF HQ offices. The IHR Team work closely with international HR platforms, which bring together HR managers from different MSF entities. The most senior platform is the IDRH (International Directors of HR).
The Global Grading Implementation Referent will report hierarchically & functionally to the Global Grading Framework Project Manager, who is based in Amsterdam, and he/she will work together with the Intersectional Function Structures and Grading Referent, who is based in Hong Kong.
IV. OBJECTIVES OF THE POSITION
The main objective of the position is to enable the mapping process of the Global Grading Framework. This position will also contribute to the development of the global maintenance guidelines and tools in line with IDRH strategic priorities, prepare for implementation of the Global Grading Framework and support entities in consistent implementation.
