Context

The Norwegian Refugee Council (NRC) is working in more than 40 countries in Asia, Central and Eastern Europe, the Middle East, East, Central and West Africa, and Latin America. Many of countries are experiencing deteriorating security situations, increased humanitarian needs, and displacement due to conflict and with shrinking humanitarian space. Humanitarian assistance to hard-to-reach populations is prominent in NRC’s global strategy and guides our work within programmes and support.

Job description 

NRC is seeking a Global Health Safety and Security Director who will further develop and strengthen NRC’s approach to health, safety, and security to enable NRC’s continued work to assist and protect people across countries and regions.

The Global Health, Safety & Security (HSS) section in NRC is responsible for developing, evaluating, and monitoring NRC’s global approach to health, safety, security, and crisis management. With a central team located at Head Office, the section provides policies, systems, frameworks, and standards for global use. The section also delivers training, including Hostile Environment Awareness Training (HEAT), Hostile Environment Individual Security Training (HEIST), and crisis management training.

The Global HSS section works through and with senior managers and HSS staff in regions, in country operations and in Head Office.

You will be responsible for 

• Ensuring that strategies, policies and HSS developments are developed and managed in line with NRC’s overall strategies and policies and that these are designed to support NRC in the delivery of its mission and that NRC upholds our duty of care to our people.
• Working closely with the Director of Risk Management, and other management functions, to ensure the organisation has an integrated and effective framework for risk management.
• A leadership culture, a working and learning environment in line with NRC’s values and leadership/management framework
• Further develop the HSS organisational set-up in Field Operations to ensure that it meets the future needs of the organisation, in line with NRC Global Strategy 2022-2025 and NRC Ambition 2030
• Manage, together with Risk Management and ICT, NRC’s strategic initiative (2023-2025) related to NRCs new incident reporting and management system.

You’ll be reporting to the Executive Director Field Operations in Head Office in Oslo and a member of the Field Operations Management Team.

What you will bring

• Relevant higher education (master level).
• Minimum 8 years of experience working in the field of health safety security, 4 of which must be within the NGO, UN or private sector (not including military or private security).
• Strategic development, planning, and staff management experience at a senior level
• Knowledge about own leadership skills/profile.
• Extensive experience in complex and volatile contexts.
• Solid understanding of humanitarian principles and practices in broad humanitarian action, NGO safety and risk management, humanitarian access, and civil-military coordination.
• Demonstrated experience in incident, emergency, and crisis management.
• Excellent communication skills and fluency in English, both written and verbal. Fluency in Arabic, Spanish, and/or and French is also an asset.
• Professional qualifications or studies in general management, HSS and/or risk management.
• Prior work experience at the country level.
• Experience or qualifications in humanitarian access, civil-military coordination or negotiations.
• Experience in designing training concepts.
• Experience in change management.
