Compensation and benefits: MSF practice is to offer the C&B package current in the MSF entity establishing the contract.

I. MSF INTERNATIONAL

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation.

MSF International is the legal entity that binds MSF’s 24 sections, 27 associations and other offices together. Registered in Switzerland, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.

 

II. CONTEXT

Procurement of products and services is a critical activity for MSF operations and represents approximately half of MSF’s expenses. Therefore, MSF has undertaken significant efforts in recent years to strengthen and re-organize its procurement function, which have led to the creation of the Global Procurement Unit (GPU). The primary aim of the GPU is to streamline procurement activities and increase compliance, efficiency, and risk management.

Situated within MSF International Office, the role of the Global Procurement Unit is to lead global procurement strategies, to coordinate procurement efforts in the organization and to support the development of the procurement function across all MSF entities to efficiently contribute to MSF’s social mission.

As part of the Global Procurement Unit, the Global procurement processes and tools referent will:

  • Report hierarchically to the Global Procurement process & systems manager.
  • Collaborate with the procurement, supply and logistics referents of the 6 Operational Centres (OCs).
  • Interact with other stakeholders within the MSF movement: members of the European Supply Centres (ESC) and the Headquarters (HQ) procurement platforms (ESCC and HQPP).

 

III. PURPOSE OF THE JOB

The overall objective of this position is to coordinate the development and implementation of global process and tools to support all MSF entities in their procurement activities to increase efficiency, quality and accountability of procured goods and services, while reducing risks

 

IV. KEY ACCOUNTABILITIES

Create and continuously improve global procurement processes and tools and ensure they meet users’ needs.

  • Collect user feedback on existing processes and tools and propose adjustments or new developments as needed.
  • Work on proposed changes with groups of users and (re-)publish using the appropriate dissemination channels.
  • Following the progress and changes in the procurement community, and in coordination with the GPU team and the stakeholders in the entities, develop new global processes to support procurement activities.
  • Ensure consistency across published global resources and entities’ procurement reference documents.
  • Participate in the regular progress reporting of the procurement development team.

Work with stakeholder to ensure dissemination and customization of global procurement processes and tools.

  • Maintain a good overview of users, stakeholders and decision-makers involved in the adoption and dissemination of procurement processes and engage them as relevant.
  • Maintain visibility into existing global procurement processes and tools and ensure they are easily accessible at all times by the entire procurement community as well as other users.
  • As required, participate into dissemination events such as trainings, platform meetings or webinars.

Engage global procurement processes and tools users through direct support and learning initiatives.

  • Work on an adapted system to properly collect the support requests from users.
  • Provide direct support and technical advice on the use of procurement process and tools to the users in the different entities (ESCs, HQs, and field).
  • Based on the GPU support offer, accompany user groups and individuals in the most suitable use of the tools. If necessary, liaise with HQ Procurement Advisors (HQPAs), Intersectional Field Procurement Advisors (IPAs) and OC referents.
  • Participate in the design of learning initiatives to ensure that the community of users confidently use global procurement processes and tools.

 

V. PROBLEM-SOLVING

  • Capacity to coordinate, work transversally and obtain consensus with 6 OCs, 3 ESCs and multiple partner sections and influence decision makers of all entities involved.
  • Being able to develop and maintain close links with working groups, steering committees and procurement experts at all levels of the organisation to ensure an in-depth understanding of multiple entities needs.
