Background
NRC’s Emergency Response Section (ERS) leads the organisation’s overall capacity to respond to new and emerging humanitarian crises, including through active monitoring, innovation and system development, crisis activation and emergency deployments.
Working across all organisational levels, the ERS provides guidance and capacity to enable established country offices to respond to emerging crises and leads on the establishment of new country start-ups responding to critical humanitarian situations. The ERS’ multi-disciplinary team of roving emergency experts is backed by a small team of technical leads at head office, focused on ensuring that NRC’s emergency responses are principled, timely, agile and relevant to the priorities of people affected by crises.
Job Purpose
As the Global Roving Emergency Area Manager you will deploy to humanitarian crises and country start-ups to provide overall management of an Area and its Sub-Offices. In situations where NRC does not have an established presence, such as start-up countries or during an expansion of existing operations, as the Area Manager you will take a lead role in establishing the Area Office. You will also ensure high quality and cost-effective programme/project implementation within the designated geographical area.
What you will do
- Line management senior project/programme staff and support functions (and Field Office Coordinators) in the area.
- Member of the Country Management Group (CMG).
- Compliance with and adherence to NRC policies, guidance and procedures.
- Providing area specific input on CC strategies, Country Strategy and Plan of Action.
- Organizing grants opening and closure meetings at area level.
- Implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area, in compliance with contractual commitments (i.e. quality, synergies, timeliness, use of resources) and aligned to regional and global strategies.
- Assessing needs, develop emergency response and implement response plans, including cash-based interventions and market-based programmes.
- Ensuring optimal use of resources within the allocated project budgets and CC strategies
- Representing NRC and networking on area level.
- Ensuring that capacity building is provided to all staff in the area as well as overall security and safety of staff in the area.
- Promoting the rights of IDPs/returnees in line with the advocacy strategy.

Professional competencies, skills and qualifications required;
- Minimum 4 years of experience from working as a Senior Project Manager in a humanitarian/recovery context, including implementation of multi-sector projects/programmes with previous emergency response experience.
- Previous experience from working in complex and volatile contexts.
- Experience in or understanding of implementing and managing cash-based interventions and market-based programmes.
- Knowledge about own leadership skills/profile.
- Fluency in English and French, both written and verbal, is mandatory.
- Ability to quickly assess new context(s).
- Active listening, keeping an open-mind, excellence at analysing information and giving feedback and have a positive attitude toward people.
