Background
NRC’s Emergency Response Section (ERS) leads the organisation’s overall capacity to respond to new and emerging humanitarian crises, including through active monitoring, innovation and system development, crisis activation and emergency deployments. Working across all organisational levels, the ERS provides guidance and capacity to enable established country offices to respond to emerging crises and leads on the establishment of new country start-ups responding to critical humanitarian situations. The ERS’ multi-disciplinary team of roving emergency experts is backed by a small team of technical leads at head office, focused on ensuring that NRC’s emergency responses are principled, timely, agile and relevant to the priorities of people affected by crises.
Job Purpose
The purpose of the Global Roving Emergency Response Leader position is to deploy to humanitarian crises; lead the design and implementation of emergency systems and programming in complex emergencies at Country or Regional level. The Global Roving Emergency Response Leader is responsible for the overall planning and coordination of Emergency Response activities in the Country or Region of deployment. When deployed, the position will be based at the Country or Regional level, with a strong focus on developing strategic Country or Regional response plans, representation, coordination, and donor relations. The position will also play a key role in advising Country and Regional Offices.
Additionally, the Global Roving Emergency Response Leader may undertake a diverse range of additional responsibilities in a senior management capacity to support an emergency response. The responsibilities and tasks of each deployment will vary significantly depending on the context and needs. Therefore, the post-holder adds value by being able to adapt; and has the skills and experience to take on a variety of responsibilities. This may include gap filling in the case of a critical gap in a senior management role or supporting in senior positions relating to the management of the response.
What you will do:
- Line management of emergency staff as required during deployments.
- Member of the Country Management Group (CMG).
- Lead the Emergency Response planning process in line with global policies, which may include: identifying staffing needs, providing situation analysis, identifying gaps and protection needs, and make proposals/concept notes within the NRC’s response policy, including cash-based interventions and market-based programming, considering the specific needs of the affected population on site and/or in host communities
- Design and implement emergency systems and programming, ensuing a robust emergency set up.
- Develop and lead on emergency strategy and provide expert technical guidance and advice to management and staff.
- In collaboration with other humanitarian stakeholders, develop and ensure that the relevant assistance is provided and suited to the humanitarian context.
- Support business development to increase response capacities, including approaching in-country donors for emergency funding.
- Provide input to information/media work and advocacy in coordination with NRC Head Office.
- Ensure information sharing and coordination through established humanitarian coordination mechanisms and with external stakeholders.
- Represent NRC in relevant forums/Clusters, including in meetings with national authorities and donors at national level related to emergency response.
- Facilitate the internal coordination, communication (including Emergency Sitreps) and collaboration of teams across a Country Office or Region.
- Training and capacity building of staff and partners.
- Undertake wider responsibilities relating the management of the emergency response as needed.
- Observe, monitor and analyse the humanitarian and political context to inform decision making during missions.
- In close consultation with the Country Director and Heads of Sections, develop relationships with local government and authorities, NGOs, UN, CSOs, other humanitarian actors and donors.

Professional Competencies and Qualifications Required

- Bachelors degree in a relevant field of study.
- Minimum 5 years of experience from working as a Senior Manager or similar, in a humanitarian/recovery context.
- Previous experience from working in complex and volatile contexts.
- Strong coordination skills, with the ability to facilitate collaboration across teams.
- Experience managing donor relations and positioning an organisation to donors.
- Experience in advocacy and media relations.
- Strong networking, relationship building skills and representation skills, with the ability to represent NRC externally.
- Experience leading and managing teams.
- Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities.
- Strong communication, inter-personal and diplomatic skills with the ability to advise and influence
- Understanding of cash-based interventions and market-based programmes
- Fluency in English, both written and verbal. French, Spanish or Arabic language skills are preferable.
