JOB DETAIL

Result of Service

A. Monitoring and Evaluation quality assurance
-GPML project documents, funding proposals, donor reporting and delivery methodology quality assured for consistency with M&E methodology & terminology
B. Impact stories
-GPML Advisors’ project reporting is reviewed for potential impact stories
-In person consultations are planned and conducted with GPML Advisors, national counterparts and other partners
-Generic impact stories are drafted and created into a format which can be used for different means of communication.

C. GPML Comms Strategy
-GPML Communications Strategy is reviewed and recommendations provided if necessary.
-Audiences for comms messaging are identified
-UNODC advocacy guidance is understood, shared and reflected in delivery of GPML Comms Strategy;
-Support is provided to the GPML Workstream points of contact to develop and deliver communications strategies in support of identified advocacy priorities.
-Delivered comms messaging is assessed for impact

Duties and Responsibilities

The consultant will provide support in monitoring and evaluation assistance to GPML’s AML/CFT projects globally.

A. Support AML/CFT project creation, reporting and management with quality assurance on correct use of M&E methodology and terminology;
B. Conduct desk reviews, in person consultations and collate information from AML/CFT Advisors and national counterparts and develop a long-term impact evaluations/stories of GPML’s technical assistance programmes;
C. Provide support to the ongoing development and implementation of the GPML Communications Theory of Change, which includes providing support in the planning, creation, delivery and assessment of communications campaigns.

Qualifications/special skills

(a). An advanced university degree (Master’s degree or equivalent) in the fields of law, criminology, public administration, political science, economic sciences, international relations or related fields of criminal justice, crime prevention and/or law enforcement is required. A first-level university degree in similar fields in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree
(b) A minimum of five years of professional experience in project and/or programme management is required.
(c) Experience in monitoring and evaluating projects and/or programmes is required.
(d) Experience in multilateral settings is desirable.
(e) Experience in the management of AML/CFT, criminal justice or counterterrorism programs is desirable.
(f) Experience in the collation and preparation of communications products which highlight the impact of technical assistance projects is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised , fluency in English is required. Fluency in French is desirable. Knowledge of another United Nations working language is an advantage.
