Grant Manager, Tajikistan
ACDI/VOCA is seeking a Grant Manager for an anticipated employment and enterprise development activity in Tajikistan. The main goal of the Activity is the creation of decent and productive employment for Tajik youth, women and men through enterprise creation and growth, entrepreneurship development and skills training and facilitating access to finance, in sectors with a high potential for economic growth**.** The program is anticipated to start in 2023. This position will be based in Dushanbe.
The Grant Manager will be responsible for the grants-related procurement, subcontracting and grant processes and will monitor all grant and subcontract implementation activities to ensure compliance with ACDI/VOCA and donor guidelines and budget.
Responsibilities
- Develop and manage the sub-grants and subcontracts portfolio, sub-grant funding, and usage of funds
- Work with technical team to identify potential activities and grantees that meet project objectives
- Prepare grant solicitations, proposal and budget guidelines, and grant funding instructions and procedures
- Coordinate grantee selection process (establishing selection committees, defining selection criteria, developing process documentation templates)
- Establish detailed systems and procedures for management of grants activities, including the preparation of grant agreement templates and other compliance-related documents related to the solicitation, review, and approval of grant requests, as well as the monitoring and close out of grant awards
- Review and approve payment invoices, procurements, and fund transfer requests to sub-recipients
- Identify bottlenecks or constraints to effective and timely grants distribution and provide recommendations for resolution
- Develop and implement a tracking and monitoring system
- Develop grant budgets, prepare cash forecasts, and monitor grant expenditures
- Review business plans, develops grant agreements, follow up on outstanding grants and obtain required deliverables
- Provide compliance review of grants-related procurement, financial transactions, contracts and grants
- Administer all local grants and subawards including provision of technical oversight on award management and performance monitoring
- Assess organizational strengths and weaknesses of partners and providing capacity-building support as necessary and practical
- Conduct mandatory training for all grantees/subawardees regarding financial and technical reporting requirements
- Responsible for preparation of due diligence reports for each selected applicant
- Develop grant budgets, prepare cash forecasts, and monitor grant expenditures
- Process recipient financial reports for disbursement funding
- Conduct grantee/subawardee site visits as appropriate with the MEL team
Qualifications
- Bachelor’s degree or equivalent in a social science, organizational development, development studies, business administration, economics or private sector related fields, political science, international development, or a related field.
- Five years of relevant grants administration experience on donor-funded programs, specifically on USAID programs is preferred but not required.
- Demonstrated experience in managing teams of individuals supporting finance or grants components with a larger project structure.
- Demonstrated experience in managing grant awards and working with and building the capacity of local grantees/recipients.
- Strong proven communication, supervision, and management skills are required.
- Familiarity and experience with USAID regulations are preferred.
- Able to work effectively with diverse actors (e.g., project’s technical team, project leadership, supervisees, grantees, home office, and USAID).
- Strong attention to detail and conscientious in adhering to deadlines and deliverables.
- Excellent speaking, reading, and writing in English, Russian, and Tajik are required.
