Grants & Contracts (GRACON) – Pact exists to help create a world where those who are poor and marginalized exercise their voice, build their own solutions, and take ownership of their future. The Grants and Contracts department contributes to realizing this purpose by: • Supporting Pact’s vision and mission by providing innovative solutions within a compliance-oriented perspective. • Providing timely and accurate risk mitigation-focused support to the organization, with a special emphasis on successful program implementation throughout the business lifecycle for every activity, from pre-positioning, proposal development, prime award negotiation, and implementation through closeout. • Building internal capacity and champion effective knowledge management within our global community of grants and contracts practitioners.

Position Overview

The Grants and Contracts Senior Manager is responsible for contributing to department operational procedures, management of Grants & Contracts staff, and efficient and effective support to projects implementing prime awards with U.S. Government and non-U.S. Government donors. The support to projects includes the entire life of an award, focusing on regulatory compliance, assessment and mitigation of business risks, and enforcement of Pact’s policies and procedures. In addition to prime award administration, the Grants and Contracts Manager also provides agreement and regulatory technical and compliance support and advice to subaward administration, contracting, and procurement activities under prime awards and new business bid reviews and proposal development.

 

The Grants and Contracts Senior Manager also serves as a technical resource to Pact staff in interpreting donor rules and regulations and works closely with other members of the department and on cross-functional basis.

Key Responsibilities

  • Management and leadership
  • Manages staff within the Grants and Contracts Department, such as Coordinator, Specialist, and Officer
  • Train and provide technical guidance to staff providing Grants and Contracts support to projects.
  • Provides ongoing training and mentorship to other members of the Grants and Contracts department, country office, and DC staff
  • Be proactive in developing solutions and emphasizing teamwork in solving problems
  • Develop organizational procedures and trainings
  • Project Support: Prime Award and Subaward Management
  • Review, advise, and provide input regarding funder solicitations and proposal preparation with regards to regulatory, risk mitigation, or potential compliance issues.
  • As needed supports the proposal team for matters relating to Grants and Contracts.
    Leads the review of prime awards
  • Provide guidance to portfolio team, including in-country staff, regarding agreement and funder requirements throughout life of award.
  • Facilitate resolution of agreement-related issues and requirements with funder or sub-partner throughout life of award.
  • Handles requests to funders, e.g. for approvals, authorizations, or waivers, and facilitates responses to donor inquiries throughout life of the award.
  • Reviews subawards and procurements along with supporting.
  • Provides guidance to project staff on subaward management
  • Monitors award throughout its lifecycle for potential business risks and actively engages with cross-functional team on mitigation of risks as they arise.
    Supports internal audits and monitoring or facilitation of implementation of corrective action plan, as requested.
  • Assists in agreement close-outs, including technical assistance and backstopping to country offices; assist with final disposition of property
  • Contribute to revisions and development of template documents and manuals and assist in maintaining template documents and manuals.
  • Develop periodic regulatory or other guidance/ briefing materials or presentations.
  • Provide training on regulatory and other matters to staff across the organization, including remote training to country offices, and lead presentations on awards or other matters.
  • Supports and participates in community of practice and other mechanisms for knowledge sharing
  • Prepare status or other reports as requested.
  • Other tasks as assigned.

Basic Requirements

  • Master’s degree with six (6) years work experience or bachelor’s degree with at least eight (8+) years work experience
  • At least four (4+) years management experience
  • Working knowledge of U.S. regulations and requirements applicable to development assistance and acquisition, including 2 CFR 200 and 700 and 22 CFR 228, ADS, FAR, AIDAR, CAS, FFATA, DSSR, FTR
  • Ability to work in a changing environment and deal effectively with ambiguity
  • Experience with private foundations, corporate engagement, and corporate donors
  • Experience working in multicultural work-environment and decentralized field-driven organization
  • Demonstrated experience and proven efficacy in the management of a complex operation and work with diverse staff
  • Critical thinker with the ability to develop solutions
  • Proficiency balancing complex regulatory requirements with practical needs and limitation
  • Ability to communicate effectively and diplomatically with a wide variety of audiences

  • Preferred Qualifications
  • Fluent English and proficiency in another language from a Pact region
