CARE is seeking a Grants and Finance Manager, who will provide grants and financial management services to the portfolio of grants and contracts that are implemented by the Food & Water Systems (FWS) TEAM with some support to other related donor agreements and FWS Unit budgets. Subject to demand and available capacity, this position will also provide similar services to awards and contracts managed by other units in FWS TEAM. This incumbent is responsible for ensuring effective and timely administration of donor agreements and sub-agreements through the award life cycle; developing an understanding of donor requirements and expectations for the agreement; ensuring compliance; and coordinating with country offices, program staff, and others throughout CARE and within partner organizations as appropriate.
The Grants and Finance Manager (GFM) Reports directly to Senior Global Business Manager.
With priority focused on FWS Team opportunities, the incumbent will work with Fundraising & Marketing, Institutional Fund Raising (IFS) and Country Offices (CO) to develop budgets for new opportunities ensuring adequate cost recovery, accuracy, reasonableness prior to submission to the donor.
The GFM is also responsible in developing and monitoring the Unit’s annual budget; preparing pipeline and other financial analyses to inform decisions in the Unit’s portfolio management and forecasting.
Responsibilities:
1.Pre-Award key tasks : works with fundraising and donor relationship teams (including program) to collect and compile Go/No-go decision documentation, including Pre-IPIAs as needed; reviews proposals; ensures proposal budgets are accurate and reasonable, comply with donor requirements
2.Agreement negotiation/startup: initiates / reviews, and negotiates donor agreements.
3.Agreement Administration: c arries out compliance monitoring to ensure adherence to the terms and conditions of agreements and sub-agreements, and CARE policies; sets up compliance reporting and follow up mechanisms.
4.Program monitoring and reporting, and financial management.
5.Award Close-Out.
6.Point of Contact for assigned non-FWS awards and Coordination
